This is a temporary assignment with a duration of five months. The selected candidate will be locally recruited. The ILO may only offer a contract to persons who have a valid residency status in Switzerland or neighbouring France.

The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations.

Introduction

The position is located in the Capability and Performance Unit of the Talent Management Branch (HR/TALENT) within the Human Resources Development Department (HRD). The Department is the central authority on human resource matters in the ILO. HRD seeks to align the Officeโ€™s human resources capacity with the strategic objectives of the Organization to ensure that it can carry out its mission effectively.

The HR/TALENT Branch is responsible for the recruitment, selection, mobility and retention of staff; the provision of services related to organizational design and job classification; staff development, training and performance management; and the development of policy work within its areas of expertise.

The Capability and Performance Unit is responsible for the implementation of the Officeโ€™s capability and performance strategy, including management of the performance management framework, centralized leadership and capability-development activities and assuring a career development path through learning activities for ILO staff. The Capability and Performance Unit includes two Senior Human Resources Officers who manage activities of performance management and staff development, based on responsibilities assigned. This Human Resources Officer temporary position will play a crucial role in providing assistance in the delivery of centralized staff development activities, including in the area of leadership and the new methods of working as well as other critical areas as identified in the ILO โ€œHuman Resources Strategy for 2022โ€“25: Diversity, accountability and respectโ€.

The position will report to the Coordinator of the Capability & Performance Unit.

Specific Duties

  • Assist in the delivery and organization of training programs and initiatives that address identified learning needs, utilizing a variety of learning methods and technologies. Liaise with subject matter experts and external service providers to develop and deliver specialized training courses and workshops.
  • Assist in the implementation of talent management programs, including mentoring and coaching initiatives, i.e. draft communications and reports, liaise with participants, stakeholders and service providers at the various stages of the programmes for the effective implementation of training activities.
  • Provide input to online catalogues and activity schedules, prepare nomination lists in coordination with the supervisor and check enrolment processes, utilising the Learning Management module of the ILOโ€™s integrated online Talent Management System
  • Monitor and analyse the feedback gathered on the effectiveness of training programmes and suggest improvements as necessary
  • Provide verbal and written explanations to managers and staff regarding the application of staff development rules, regulations and procedures.
  • Assist senior HR officers in the preparation of papers and reports for meetings of internal and external committees by carrying out research into HR related matters, obtaining background and factual information from inside and outside the Office, and organising and analysing HR and organisational data and statistics using computerised databases.
  • Perform other relevant duties as assigned.

    Required qualifications

    Education

    First-level university degree (Bachelorโ€™s or equivalent) in human resources management, international relations or social science or other relevant field.

    Experience

    At least three years of professional experience in human resources. Demonstrated experience in the field of learning, capability development and performance management. Experience in the development and coordination of executive and/or blended education programmes or managing learning activities at a global level is an advantage.

    Languages

    Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working language of the Organization.

    Knowledge of HR principles and concepts. Ability to analyse information, examine and reconcile discrepancies and inconsistencies, research precedents and apply pertinent regulations and policies. Good knowledge of automated information systems. Ability to communicate effectively both orally and in writing. Ability to present the position of the HR department to managers and staff. A high degree of tact, diplomacy and discretion, and proven ability to maintain confidentiality. Objectivity and ability to apply HR rules and regulations in a fair and consistent manner. Ability to work on own initiative as well as a member of a team. Excellent time management skills and the ability to plan and execute assigned duties. Sound knowledge of adult learning. Demonstrated ability to use learning management systems, online meeting tools, and other technologies to create effective formal and informal learning environments and opportunities.
