Partners In Health Sierra Leone LLC (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview

We are seeking an experienced and skilled HR Manager to join our team as the Manager of the HR MCOE (HR Managed Center of Expertise). The HR Manager will be responsible for managing and overseeing the HR MCOE team in developing, implementing, and maintaining HR programs, policies, and processes that support the organization's objectives. The HR Manager will also provide guidance and support to the HR team and business leaders on HR best practices, compliance, and employee relations matters.

Main Responsibilities

Talent Management:

  • Develop and implement talent management programs to identify and nurture high-potential employees.
  • Provide guidance and support to employees on career development opportunities.
  • Design and implement training programs to improve employee skills and knowledge.
  • Develop and maintain employee retention strategies in collation with HR Director.

    Recruitment:

    • Work closely with the clinical team to identify high-risk cadres (such as midwives) and strategize for their recruitment, including supporting efforts to increase the production of midwives and CHOs.In collaboration with HR Director and the Program Specialist, oversee the recruitment process for the MCOE in collaboration with recruitment specialist, including job postings, sourcing, screening, interviewing, and hiring in line with workforce panning and budget
    • Develop and maintain a database of qualified candidates to fast track future recruitments.

      Organizational Development

      • Work with HR in systems reviews, policies, and procedures related to the Maternal Center of Excellence
        • Develop and implement organizational development programs to support the strategic goals of the organization.
        • Conduct organizational analysis and recommend changes to organizational structure, processes, and policies.
        • Support change management initiatives to improve organizational effectiveness.
        • Provide guidance and support to managers on performance management and coaching, facilitate employee training and development programs

          HR Operations:

          • Manage HR operations, including payroll, benefits administration in collaboration with the payroll team and HR Director.
          • Ensure compliance with all HR policies and procedures, as well as legal requirements.
          • Develop and maintain employee relations programs to promote a positive work environment.
          • Manage employee grievances and disciplinary procedures in collaboration with the HR Director
          • Provide guidance and support on HR-related issues to employees and managers
          • Maintain accurate and up-to-date employee records and HR systems
          • Provide guidance and support on HR-related issues to employees and managers
          • Working with the safe guarding team, ensure safeguarding is included in the work plan for all contractors including rolling out trainings and creating a Code of Conduct and Statement of Undertaking.

            HR Partnerships

            • Establish strong relationships with Government counterparts and work closely with the Directorate of Human Resources for Health to determine long-term pipeline of HR, and other relevant policy decisions related to recruitment, hiring, retention, and long-term absorption of staff for the MCOE in line with the MCOE MOU.
            • Establish partnerships with clinical training schools to place MOs, CHOs, midwives, and nurses at KGH and the MCOE as part of their housemanship/preceptorships.
            • Promote MCOE programs and vacancies among clinical schools in Sierra Leone
            • Support government counterparts and contractors meet the MCOE MOU HR targets and compliance mechanisms

              Qualification and Experience

              • Bachelor's degree in HR, Business Administration, or a related field
              • 5+ years of experience in HR with at least 2 years in a management or leadership role
              • Strong knowledge of HR laws and regulations
              • Experience in developing and implementing HR policies and procedures
              • Excellent communication, interpersonal, and leadership skills
              • Strong analytical and problem-solving skills
              • Ability to work in a fast-paced environment and handle multiple projects simultaneously
              • Proficiency in HR technology and tool including Microsoft officer
