About CRS Madagascar
Catholic Relief Services (CRS) is a non-governmental organization created in 1943 by the United States Catholic Bishops (USCCB) to assist the worldโs poorest people. CRS has been working in Madagascar since 1962 at the invitation of the Episcopal Conference of Madagascar and operates under a bilateral agreement with the Government of Madagascar.
Integrated interventions in food security, environment and landscape restoration, nutrition and health, and access to drinking water are the basis of CRSโs programs in Madagascar. Gender equality, youth participation, good governance, and environmental protection are among its priorities. CRS Madagascar currently supports various projects in 22 regions of the country; approximately more than one million people have currently participated in CRS-supported projects and activities.
Job Summary:
You will partner with the Country Program (CP) Senior Management Team to provide overall strategic Human Resources (HR) direction for the CP in support of high-quality programs serving the poor and vulnerable. You will analyze and anticipate HR programs, services, and operations needs and challenges in the areas of recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding/orientation, policies, staff care, and employee administration and introduce improvement solutions.
Roles and Key Responsibilities:
Manage HR processes and activities to ensure compliance with the latest agency, donor, and local legal requirements, while adhering to industry best practices. Provide expert HR guidance and coaching to managers, staff, and partners on a range of HR matters, particularly in recruitment, performance management, and employee relations. Effectively manage talent by supervising teams, fostering positive team dynamics, and prioritizing staff well-being. Offer coaching, develop tailored individual development plans, and conduct performance evaluations for direct reports. Lead the assessment and analysis of training and professional development needs, ensuring the delivery of focused and relevant development programs for CRS staff and partners. Implement staff retention strategies that offer competitive and equitable compensation and benefits, and cultivate a work environment that promotes staff engagement, empowerment, and personal and professional growth. Monitor organizational culture to ensure staff behavior aligns with CRS' guiding principles, emphasizing dignity, diversity, community, and the rights and responsibilities of all employees. Serve as the focal point for the Code of Conduct & Ethics and contribute to safeguarding policy adherence and accountability. Manage record-keeping for personnel files and/or Insight, ensuring compliance with CRS, donor, and local legal regulations. Provide analytical reports on HR data, metrics, and trends to inform decision-making and support workforce planning and development. Support the capacity building of HR Officers and Assistants to enhance their skills and performance.Basic Qualifications
Bachelorโs degree in Human Resources Management or Business Administration required. Masterโs degree in HR Management, Business Administration or Organizational Development preferred. The required level of education may be replaced by a minimum of two (2) years of professional experience in a similar position with a preference in a national/international NGO/private sector. Minimum of five years work experience in HR, preferably with an International or local NGO, with at least three of these years managing an HR function and strong knowledge of HR best practices and standards.Required Languages โ Fluency in French and English is required
Travel - Should be able to be ready and willing to travel very regularly (40%).ย

Additional education may substitute for some experience. Experience with and demonstrated ability to analyze and interpret employment laws, regulations, policies, principles, concepts, and practices. Thorough knowledge of the local labor law. Staff management experience. Strong experience in presenting, facilitating, and coaching on HR topics.
