1. Background

DRC has been operating in West Africa since 1998 and in Latin America and the Caribbean since 2011. The DRC Hub Office West-North Africa & Latin America (WANALA) is based in Dakar, Senegal, and covers several countries. Led by the Regional Executive Director, DRC WANALA oversees, supports, and provides strategic directions for DRCโ€™s Country Offices within the abovementioned regions.

2. Purpose

The overall purpose of the role is to provide general administrative support to the HQ Hub staff on Human resources aspects

The Human Resources Officer for the Dakar Hub supports the Principal Operational Support Adviser in overseeing all aspects of human resources for the Dakar hub and in delivering optimized service in terms of cost, quality, and timeliness to managers and employees of the Regional Office. In addition, there will be frequent interaction with all departments of the Hub, including support to the Hosted entities teams and occasional interaction with the management and coordination teams of DRC country offices.

3. Duties and Responsibilities

Responsibilities:

Hub Administration

Welcome all new arrivals to the Dakar hub. Edit a briefing schedule and coordinate contributions from different departments. Prepare and deliver a specific briefing on Human Resources at the Dakar hub. Set up IT equipment for new colleagues and update the disposal of IT equipment (including asset-handover forms and Asset tracker) Maintain an up-to-date contact list of HQ Hub staff and visitors.

Recruitment & Structure

Support on the Hub recruitment processes Monitor projected recruitment needs and contract expirations for the Dakar Hub employees Ensure that each employee has an up-to-date job description in conjunction with the relevant manager. Provide technical support for any organizational changes in the Dakar Hub structure (reorganization, layoffs for economic reasons, growth). Update the Dakar Hubโ€™s organizational chart regularly.

Payroll & National Social Security

Supervise, update, and administer variable payroll elements for staff with Senegalese employment contracts and ensure information sharing with the Finance team. Supervise, update, and communicate tax and social security contribution payment statements for staff with a Senegalese employment contract. Ensure information sharing with the Finance team. Prepare the final account balance in accordance with Senegalese law each time an employee with a Senegalese employment contract leaves the company. Serve as the focal point for all issues relating to social and labor law in Senegal. Add/remove national employees from private health insurance in real time. Act as a point of contact for the insurance company. Monitor consumption reports. Identify problems and alert (when there are any) and answer employees' questions on this subject. Prepare and submit all documents required by the Senegalese authorities for the payment of family allowances and maternity leave and follow-up For international staff, prepare and communicate information relating to the final account balance (number of remaining leave days, etc.) to the HR Expats team after validation with the outgoing employee's manager and the Principal Operational Support Adviser.

HR Compliance & Monitoring

Manage filing systems and ensure archiving administrative and human resources documents (including personal files) Follow up mandatory training/induction modules and make copies of certificates for the personnel files of the employees concerned. Follow up on the implementation of probationary period objectives. Follow up on probationary period end dates. Obtain written communication from the manager regarding the decision to confirm/not confirm. Monitor the implementation of work objectives. Monitor the conduct of performance and development reviews. Obtain a copy of the performance and development review notes from the manager in a timely manner. In the event of underperformance and misconduct, assist the respective Manager in implementing an appropriate solution and monitoring it. Identify training needs and develop development plans for the Dakar Hub staff Identify and maintain a catalog listing training opportunities in Senegal for DRC's capacity-building needs. Work closely with the Principal Operational Support Adviser in the event of an audit for the Dakar Hub, which includes preparing documents, submitting them, and following up. Technical support on the use of HR tools for multi-country operations teams. Perform other tasks assigned where the HQ Hub operates independently from the CO, providing support.

Experience and technical competencies:

At least 2 years of relevant administrative or human resources experience, preferably in an INGO or international environment. Familiarity with Senegalese legal legislation and labor law is preferable. At least one year of previous similar professional experience in an equivalent structure. Excellent command of Microsoft Office. Excellent command of Excel tools. Excellent analytical and reporting skills. Excellent interpersonal skills and proven ability to work under pressure and in stressful conditions. Excellent level of French (perfect command of the French language, both written and spoken, is essential). A good level of English is a strong advantage. Good understanding of the working context within an international environment. Knowledge of Dynamics ERP software or other HRMS is a great advantage.
