- Role and responsibilities
The purpose of the HSS Coordinator position is to coordinate HSS risk management. This includes developing and updating HSS strategies, plans, and SOPs. It also includes coordinating HSS risk mitigation measures for safe and secure program access.
The following is a brief description of the role.
Generic responsibilities
- Develop, review, update, and implement the NRC HSS Management Systems and Procedures
- Conduct Security Risk Analyses (SRAs) according to minimum operational requirements (MOSS)
- Contribute to the start-up country strategy development by assessing new areas that are identified as priority
- Minimize/mitigate security risks to staff, assets, operations, and the image of NRC
- Management of security staff at the field office.
- Support, train, and capacity-build security staff.
- Prepare reports as required.
- Liaise with other humanitarian actors on HSS-related issues
- Ensure all staff receive health, safety, and security-related training
- Act as an adviser to the CMG leader during a crisisย
Specific responsibilities
- Implement NRCโs safety and security policies, procedures, and regulations at field level.
- Conduct regular SRAs to identify HSS requirements and to assess if all NRC locations are compliant with NRC HSS Risk Management standards.
- Facilitate implementation and adherence to South Sudan-specific SOPs, guidelines, and plans (such as Security Management Plan, Hibernation Relocation & Evacuation Plan, and Medical Emergency Plan)
- Support Area office and field offices in achieving HSS compliance; including producing a regular status report for CMG.
- Participate in scoping/assessment missions to expand the operational capacity of NRC across the country
- Support the budgeting process for inclusion of HSS costs; guided by SRA findings and operational needs
- Present HSS issues including briefs onย context and changes in context
- Periodic and ad-hoc reporting to the Area Manager (and the Country HSS Manager) including analysis of potential HSS concerns and conflict dynamics
- Provide regular situational HSS updates/alerts/advisories to staff and operate the all-staff WhatsApp groups on HSS updates and HSS movement tracking.ย
- Prepare security updates and reports as required (Daily, Weekly and Monthly).
- Assist Area Manager in incident management as and when required.
- Facilitate staff evacuation in emergency situations.
- Liaise with UN agencies, NGOs and other external actors to gain security information and assist AM in access related and other negotiations/discussions.
- Ensure new staff, visitors, and staff returning from leave receive HSS briefings within 24 hours of arrival
- Provide HSS input in program planning processes, and coordinate and align HSS support with program plans at the Country level.
- Design, deliver, or facilitate HSS training and awareness sessions to all staff, ensuring that mandatory HSS training (as identified in the Security Management Plan) is delivered
- Provide technical support and capacity building of HSS staff as well as outsourced guards
- Leadership of staff in tasks such as SRAs, training, stakeholder engagement, and access negotiations in line with program requirements.
- Ensure the Monthly HSS report submissions are compiled and submitted to the HSS manager.
- Ensure functionality of security equipment including Thuraya phones, Radios, CCTV cameras.
- Immediately report; all breaches of safety and security procedures; all threats to NRC staff, project participants, activities or assets; all incidents including near misses.
- Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition.
Added advantage for support in ICT (20%)
- Provide ICT technical support to the field offices.
- With help from the ICT Coordinator in Juba Office, support on the performance of the network operations to ensure optimum performance.
- Support with physical diagnosis and resolution of hardware, software or connectivity problems.
- Provide support to the office staff upon request in the use of systems and applications.
- Support with computer-related service and maintenance.
- Setup internet connectivity for all staff as well as visitors.
