Position Overview:
Under the HMEI lead supervision, the Monrovia based M&E analyst will play a vital role in supporting the management of the programmatic data for the arcTB grant. Specifically, he/she will support the M&E efforts to generate real-world evidence on feasibility, effectiveness, and other key metrics, helping to inform national policies and operational guidance. He will participate in strengthening the data systems to enable evidence-based decision-making for the rollout and scaling of DR-TB regimens. He shall also participate, along with the program team, in the meetings with the National TB Program (NTP) and in-country TB Stakeholders.
Essential Duties and Responsibilities:

- Support the NTP to standardize their data capture and analysis efforts so that programmatic data can be used to inform practice, both domestically and globally.
- Support the national transition of DR-TB reporting onto the national DHIS2 platform.
- Develop initiatives to improve quality and utility of programmatic data for the NTP
- Ensure regular maintenance of database/information system, projectโs training database and programmatic progress updates that documents achievements on a regular basis.
- Perform chart reviews, focus groups and patient interviews according to the needs of the program.
- Support data analysis for TB related Quality improvement and research projects.
- Participate, in collaboration with the program team, in program reviews and site visits with the Ministry of Health and the National TB Program.
- Attend data review meetings with the MOH, NTP and other stakeholders.
- Provide mentorship to program team members for interpreting epidemiological data and participate in capacity building for them to use data more effectively
- Liaise with the team in Harper to provide M&E support to other programs. The supports include but are not limited to: collection of data, updating of internal databases, updating Power BI dashboards, preparing periodic reports and, responding to data requests from the program leads and managers.
- Maintain ethical and legal compliance regarding data use and patient privacy
TB Annex
- Support DR-TB M&E reporting requirement by pulling, analyzing and share relevant DR-TB data with managers at the TB Annex
- Respond to all DR-TB data requests from the TB Annex
- Provide onsite data recording mentorship to clinicians on the DR-TB ward at the TB Annex
- Participate in DR-TB data review meetings and trainings to build the capacity of clinicians responsible for data recording at the TB Annex. He shall also collect, process and analyze data from these training sessions
Qualifications:
Required
- Bachelorโs degree in Statistics, Demography or Social Sciences or any other relevant discipline.
- Minimum 3 years of experience in implementing monitoring Evaluation and learning activities for clinical programs
- Experience in using DHIS2 and digital data collection applications
- Excellent computer skills, knowledge of Microsoft Office (e.g. Word, PPT, Intermediate Level in Excel is a must);
- Good reporting, communication and presentation skills
- Experience in design and implementation of quantitative surveys
- Experience in conducting qualitative assessment (focus group, structured and semi-structured interview)
- Participation in the implementation of a research project is a plus

Our Work In Liberia
Partners In Health (PIH) began supporting the government of Liberia in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health (MOH), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Liberia, from the community level to the health center and to referral hospitals.
PIH-Liberia currently has implementation programs at facilities in Maryland County (JJ Dossen Hospital, Pleebo Health center, and Edith-Wallace Health center) and the TB annex Hospital in Monrovia. Through our partnership with other NGO & the MOH through the CHTs, we support a wide range of programs in four other counties in the south East region.
