The Position:

The HACT Coordinator will work closely with the operation unit, program units and the Programme Operation Support Unit, and has internal contacts with the HACT team members and supervisors at the CO.ย 

External contacts include HQ, Regional office, UNFPA implementing partners, and other HACT members at UN Agencies in Syria.

S/he reports to the Head of Program Operation Support Unit, with close coordination with IOM, and will work closely with programme and operation staff, HACT team members and partners.

Job Purpose:

Oversee the implementation of HACT Oversee HACT policy and respond to HQ requirementsย  Oversee the preparation and implementation of the Country Office annual assurance plan Ensure timely and accurately implementation, reporting and follow up Ensure regular discussions with and updates to HQ and Regional Office Ensure accountability and compliance to HACT fulfillmentย  Support in the NEX implementation, HACT Audits,ย assurance activities and processes Supervision and follow up with the relevant staff Facilitation of knowledge building and knowledge sharing for UNFPA relevant staff and IPs Mapping of the assurance activities results and cross cutting areas for improvement, in order to be addressed in the capacity building plan for the office and IPs.ย 

You would be responsible for:

Support to HACT planning:

Participate in HACT planning and discussions and support the development and completion of HACTย assurance plan through research, collection, analysis and reporting of related information/data to facilitate planning and priority setting for HACT activities.ย  Prepare information on shared implementing partners with other UN Agencies, to facilitate joint planning and execution of micro assessments and audits in line with HACTย  Plan for spot check visits in all governorates in collaboration with HACT team, program units, and IPs. Discuss and agree with QMU at HQย about the Audit plan at year end. Communicate with Audit firms and agree on audit plan Request from Procurement valid contracts, LTAs for audit firms

Support to implementation of HACT activitiesย 

Serve as the reference person on HACT implementation in the office.ย  Facilitate the execution of HACT activities undertaken by external service providers through scheduling, arranging briefings and related administrative needs to ensure service providers have appropriate and comprehensive information for effective and efficient completion of assignments. Conduct and/or coordinate spot checks of implementing partners in collaboration with other CO staff. Support the preparation of HACT implementation status report in IPAS through collecting of implementation information from relevant CO colleagues. Contribute to the development and monitoring of implementation of CO HACT related SOPs and internal procedures, including for escalation of issues identified through assurance activities. Compile inputs to finalize spot check reports and upload them on IPAS Provide the audit firms with the required documentation Follow up the implementation of the auditย  Review the draft audit report and provide feedback to audit firms to finalize Share audit report with IPs, HACT Focal points, HACT team members Prepare a follow up plan, conduct and finalize on IPAS Document the follow up completion and upload on IPASย 

Review and use of HACT reports

Support the recording and updating of risk ratings of implementing partners through review of the relevant information among appropriate colleagues in the CO. Establish an archive records for HACT published guidance, SOPs, Policies, documentation and reports to provide timely and current information to facilitate implementation of HACT in the CO. Review assessments and assurance reports to identify areas of weaknesses and keep program and partners informed of findings for timely action and/or intervention. Share spot check findings with management and program units Share Annual report with management, programme and IPs focal points summarizing results, findings, risk ratings and recommendations.ย  Coordinate with IPs Focal Points for follow up and updates on IPsย 

Networking and inter-agency partnershipย 

Participate in appropriate inter-agency events and HACT working Group meetings to facilitate and promote sharing of information, knowledge, experiences and best practices. Contribute to inter-agency discussion groups in relation to IPs issues that support alignment and consistency of practices among the UN Agencies.ย  Interact and communicate regularly with HQ and regional office on HACT.

Knowledge management and capacity building

Identify, synthesize and share lessons learned from HACT and its implementation for integration into broader knowledge development planning and management efforts. Identify, synthesize and share lessons learned and best practice in the implementation of HACT. Contribute to design and implementation of capacity development activities for implementing partners/CO staff which can be supported by UNFPA through identification of common weaknesses in financial and procurement management from review of micro assessment and assurance activity reports of high and significant risk partners. #

Other admin, finance and reporting tasks.

Contribute to the monitoring and analysis of the IPs financial management through the preparation of weekly updates on IPs workplans and budget utilization and share insights with relevant stakeholders. Support in the review of FACEs workflow, task distribution and segregation of duties in compliance to UNFPA policy Assist in the quality review of IPsโ€™ financial reports (FACE forms) and check for accuracy and compliance with workplan and donorsโ€™ guidelines. Assist in the preparation of financial reports serving donorsโ€™ reporting.

Qualifications and Experience:ย 

Education:ย ย 

Completed Secondary level education (High School or Equivalent) is required;

Knowledge and Experience:ย 

Minimum 7 years of progressively responsible finance experience is required.ย  Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and packages, experience of web-based management systems.
