UNEP's Economy Division, based in Geneva, leads the Green Economy Initiative (GEI), launched in 2008 to drive economic growth through green investment and eco-friendly consumer choices. The Resources and Markets Branch explores how economics, trade, and finance intersect with sustainability at all levels. The Partnership for Action on Green Economy (PAGE) is a multi-year interagency programme, implemented jointly by UNEP, the International Labour Organization (ILO), the United Nations Industrial Development Organization (UNIDO), the United Nations Institute for Training and Research (UNITAR) and the United Nations Development Programme (UNDP). The Economic and Trade Policy Unit is executing the PAGE country delivery activities on behalf of UNEP. India joined the PAGE programme in 2018, with UNEP serving as the lead agency. The Ministry of Environment, Forest, and Climate Change (MoEFCC) is the nodal ministry, working alongside other sectoral ministries to implement PAGE's integrated approach. PAGE interventions in the country, are designed to be mutually complementary and reinforcing, to achieve Indiaโ€™s vision of green economic growth and sustainable development and are informed by the priorities identified in the national stocktaking study on Inclusive Green Economy (IGE) conducted during PAGE inception phase in India (2018-19). PAGE entered in graduation phase/Phase out year in 2025. To foster the sustainability of PAGE, and to deepen and broaden results supported with initial PAGE funding, PAGE supports countries in developing a national Sustainability Strategy. The overall objective of the Sustainability Strategy is to put a national Inclusive Green Economy (IGE) programme on a strong footing, support the climate response and mobilize further public and private resources to continue, or to undertake initiatives planned with PAGE support. Elements of a Sustainability Strategy includes: โ€ข An analysis of the implementation of national IGE policies and their alignment with SDGs โ€ข Achievements in advancing an IGE in the country, including through PAGE and other activities โ€ข Strategy and proposed policy measures and actions to continue IGE efforts in the country โ€ข Further partnership and engagement opportunities โ€ข Opportunities for resource mobilization in the public and private sector The preparation of a Sustainability Strategy involves consultation with national stakeholders and requires national ownership, including private sector and financial institution representatives (i.e. banking, insurance and investment). To ensure coherence and impact, the Sustainability Strategy is also developed in close consultation with other national programmes of the United Nations and PAGE funding partners, especially the United Nations Sustainable Development Cooperation Framework (UNSDCF) process and UN Country Teams. Green/Circular economy week in India In its phase out year PAGE, in collaboration with the PAGE India lead Ministry (MoEFCC), five PAGE UN agencies, and PAGE partner ministries, would be convening a green/circular economy week in India. UNEP as the lead coordinating agency of PAGE India will facilitate in design and development of the agenda for the week in consultation with PAGE agencies and MoEFCC. In addition, UNEP, in partnership with respective government counterparts will design, and convene 1-2 high level strategic events on key thematic areas, Indicative thematic areas could be - Sustainable Public Procurement & Ecolabelling, Circular Economy, Sustainable Textiles, others. Similarly, each PAGE agency in partnership with their respective govt. counterparts would convene full or half day sessions on various thematic areas linked to green economic transition, such as green industry, green finance, green jobs and others. The thematic areas mentioned here are indicative, and it would be finalized in consultation with PAGE agencies and government counterparts. Specific tasks and responsibilities Output 1: Green economy sustainability strategy for PAGE India developed Details โ€ข Analysis of results and achievements from PAGE interventions in India, challenges and possible ways forward โ€ข Undertake comprehensive research and analyze the current IGE- SDG aligned economic and development planning in the country, and map key results achieved, challenges and possible way forward to advance transition towards green and inclusive economic growth in the country. โ€ข Map individual and institutional capacities built on IGE through PAGE interventions as well as through Nations prorgmmes and map possible additional requirements to ensure recurrent education and training programmes on key IGE issues, including among others, through knowledge sharing and South-South and Triangular cooperation and learning on IGE โ€ข Develop content for a brochure showcasing PAGE India results and achievements and scaling up opportunities โ€ข Based on comprehensive research develop a sustainability strategy focusing on options for greening the economy in India, mapping progress made by national stakeholders in advancing transition towards inclusive green economic growth, identifying challenges, new opportunities, and way forward to ensure sustainability and upscaling of actions to advance inclusive green economic growth. Outputs: โ€ข Final document on Sustainability Strategy โ€ข Content for a brochure showcasing PAGE India results and achievements, opportunities for scaling up actions to advance green economic transition in India โ€ข Meeting notes from consultations held with various stakeholders including Government, NGOs, Private sector, donors, UN agencies, UNRCO and others as relevant. Output 2: UNEP led event in green/circular economy week of PAGE India, successfully conducted Details: Support in design, organization and convening of a successful Green/Circular Economy week in India, ensuring high participation and impactful outcomes. Organize two- three UNEP led event to showcase the results of the UNEP PAGE work in India and engaging with policymakers to integrate the findings into national level initiatives/policy tools for green economic transition. Outputs: โ€ข Event plan, final agenda, content for 2-page flyer for outreach on the Green/Circular Economy Week. โ€ข Final agenda and list of participants for UNEP led events to be held under Green/Circular Economy Week, background materials, UNEP presentation, Summary/proceedings of UNEP led events, list of participants. Qualifications/special skillsAn advanced university degree in environmental /natural science/ environmental governance/equivalent academic qualification is required. โ€ข At least 2 years of working experience in environment/development sector is required. โ€ข Strong proven skills in data analytics, research and writing and presentation skills is required. โ€ข Experience of working with UN agencies, government bodies, or other international organizations in areas such as green economy/circular economy would be preferred. โ€ข Experience in designing and organizing high level events including with a range of stakeholders is desirable.
