Background:

The Norwegian Refugee Council (NRC) supports people affected by displacement living in Lebanon and advocate for their rights inside the country, regionally and internationally. We also work to serve vulnerable Lebanese affected by the deteriorating economic situation in the country and are providing assistance to vulnerable households in the neighbourhoods most affected by the Beirut port explosion.

NRCโ€™s programmes in Lebanon overall reach refugees and Lebanese with Legal assistance and counselling, Shelter, WASH, Education Youth, Emergency Assistance, and Livelihoods & Food Security. NRC also engages in advocacy with governments and donors to expand and safeguard refugee rights and protection.ย 

NRC has worked in Lebanon since 2006 and has offices located in Beirut, South, North, Bekaa and Beirut & Mount Lebanon. NRC Lebanon works across the country in Informal Tented Settlements (ITSs), urban areas and Palestinian refugee camps, including through partnerships with other NGOs. NRC implements activities together with national and international NGOs to extend its access to people in need.ย In Lebanon, NRCย has nearly 450 staff and has its Country Office in Beirut and operations in Beirut/ Mount Lebanon, North, Bekaa, and South.

NRC Lebanon is currentlyย supported through multiple institutional, bilateral, multilateral, and private donors. These include theย German KfW Development Bank, Agence Franรงaise de Dรฉveloppementย (AFD),ย Norwegian Ministry of Foreign Affairs (NMFA), Swedish International Development Cooperation Agency (SIDA), European Commission- Humanitarian Aid and Civil Protection (ECHO), European Union DG NEAR, German FFO, and other donors. The Grants Manager is responsible for overseeing the donor portfolio, the funding opportunities and gaps, and to ensure that NRCโ€™s grants management systems and deliverables are high quality, effective, timely and meet the requirements of each project and contract.

Job Purpose

The Grants Manager will contribute to achieving high quality programming by ensuring effective grants management including compliance requirements, reporting, timely and quality proposal development, and for representing NRC Lebanon grants, externally and internally. They shall ensure NRC programme/support teams are fully informed of relevant donor compliance regulations and NRC procedures, manage donor and other external reporting, and coordinate grant revisions.

They shall also support donor communication by ensuring effective channels of internal and external communications relating to grants are established and respected, as well as leading the development of proposals and opportunity identification.ย 

he Grants Manager will carry ultimate responsibility for supporting the key mandatory activities under NRCโ€™s Project Cycle Management (PCM) framework and will contribute to supporting a culture of accountability and high performance.ย 

What you will do

Adherence to NRC policies, guidance and procedures and consideration of NRC global and regional strategies when executing functions related to this role. Maintain an overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents; and ensure continuous updates are received and shared as required. Be updated on donor priorities, trends and track and share relevant calls for proposals. Lead the process of developing concept notes, proposals and reports (donors and internal reports) in close collaboration with Programme Specialists, Programme and Monitoring and Evaluation teams, Finance, and Support Units to ensure accurate, transparent and timely delivery of narrative and financial documents.ย  Responsible to continuously improve internal grant management systems and processes;ย analyse, and share learning from proposal and reporting processes, and compliance with donor rules and regulations. Provide an internal help-desk on donor related issues, including donor rules and regulations, as well as proposal and report writing. Support external donor audits at the request of finance and compliance. Represent NRC with relevant partners and donors as delegated by Head of Programme or Head of Programme Support Lead the PCM procedures and usage of the NRC PCM framework in the Country Office, and support Area Offices with the usage of the framework.

Specifically you will

Work closely with Budget Holders, programme teams, and finance to support/advise in development of budgets and communication with field offices on allocated budget, to ensure quality and consistency in proposals.ย  Review donor contracts, and lead on due diligence processes when and as required by an existing or new donor; summarize in writing, key reporting and compliance requirements (compliance checklist) including potential issues for Grant Opening Meetings, in coordination with the Grants team. Work with the relevant Area Managers and Core Competency Specialists to ensure Grant Opening Meetings, Grant Review Meetings, and Grant Closure Meetings are arranged and take place, and all mandatory internal documents are in place (internal logframe, internal budget, procurement plan, M&E matrix).ย  Responsible for the finalisation of donor reports ensuring consistency between narrative and financial reports and that they meet quality standards; Support and advise programme colleagues with queries related to donor compliance on grants within portfolio, and workย with other departments (i.e. programmes, finance, logistics, M&E, Compliance) to ensure all documentation required is ready and available for auditsย  Support to the development and implementation of the country office fundraising strategy Responsible for leading the coordination and consolidation of inputs from all departments, including programme and support at CO and AO levels, for all donor queries and follow-up to reports, meetings, etc Responsible for leading the development of tools and SOPs for efficient internal grants management systems. Support capacity building initiatives for staff in grants and programme teams related topics such as NRC PCM framework, donor reporting, donor regulations, etc. Responsible for maintaining an effective filing system and ensuring filing of grant documents.

Professional Competencies, qualifications & skills required:

Masterโ€™s degree in International relations, Political or Social Sciences, or any other relevant field; At least five years of relevant experience in grant management or a closely related field, with the most recent role in a management position; Excellent experience of donor relations and grants management (e.g., with institutional humanitarian and development donors); Excellent understanding of donor rules and regulations, particularly KfW, AFD, ECHO, EC-DG NEAR, GFFO, and GIZ Proven skills and experience in report and proposal development and working with multiple donors Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure;ย ability to mediate in high-stress scenarios with competing interest Fluency in English, both written and spoken Proficient in MS Office applications, specifically Word and Excel
