ContextThe World Health Organization (WHO) is supporting Sudan by leading and coordinating health response activities in line with its global mandate to promote, protect, and restore public health. WHO is working to ensure the continuity of essential health services, strengthen disease surveillance systems, and support the detection and control of outbreaks. It provides lifesaving medicines, emergency medical supplies, and technical guidance to health facilities across the country. In collaboration with national health authorities and partners, WHO is helping to rebuild damaged health infrastructure, improve infection prevention and control, and strengthen health workforce capacity. WHO also leads the Health Cluster, coordinating humanitarian partners to ensure an effective and equitable response. Through its normative and technical role, WHO supports Sudan in developing policies, guidelines, and strategic plans to improve public health outcomes and ensure that vulnerable populations continue to receive critical healthcare services despite the ongoing crisis. The Sudan Health Assistance Response to Emergencies (SHARE) project aims to address immediate emergency health needs in Sudan through the delivery of essential health care at primary and secondary service level and sustaining core public health functions in the country, to maintain the main foundations for a speedy recovery in the post-conflict phase in the future. The project builds on a partnership formed through past International Development Association-financed projects in other countries with United Nations Childrenโs Fund (UNICEF) and the World Health Organization (WHO) working closely in partnership, which have strong technical capacity, presence and experience in Sudan.
Task DescriptionIn the context of the WHO Health Emergencies Incident Management System (IMS), at the country level, the Grants Management Officer will oversee all aspects of grants management related Project Management Unit projects, ensuring compliance with related rules and regulations and adapt grants management tools, templates and guidelines to support achieving the strategic objectives of the programme with a focus on the following tasks: โ Prepare draft and finalize proposals as well as technical reports to donors based on inputs received from technical teams and guidance from the Coordinated Resource Mobilization (CRM) team. โ Monitor funding proposals, grants implementation rates and reporting deadlines in accordance with donors specific reporting schedules and requirements. โ Work with technical units at all levels of the organization to facilitate and consolidate the results of operational planning, to define the resource requirements for the emergency activities as well as the staff and non-staff costs. โ Disseminate information to all stakeholders on standard policies and procedures for resource and grant management, compile information on best practices and lessons learned. โ Monitor interventions and programmes funded by grants to ensure compliance with established WHO rules and procedures and donor requirements Identify gaps in the process and recommend corrective actions. โ Update and maintain the related grant and finance tracking systems to monitor deadlines for submission of proposals and reports to donors. โ Develop and maintain efficient mechanisms and channels for internal and external partnerships with regional and country offices, other UN agencies and Member States throughout the full cycle of the project management. โ Perform other related duties including replacing and backstopping as required or assigned by the supervisor.

Living conditions and remarksPort Sudan is a Category E hardship duty station and non-family duty station. The Rest and Recuperation (R&R) cycle for the Port Sudan duty station is 4 weeks. Movement of international staff is restricted and takes place in UN vehicles. Working for the UN in Sudan provides an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. As this is an international UN Volunteer expert assignment, WHO will be responsible for arranging volunteer housing. International UN Volunteers receive a volunteer living allowance to sustain a basic, adequate, and safe lifestyle. This allowance varies from one location to another depending on local living costs, but all International UN Volunteers experts in the same location receive the same allowance.
