      Introduction

      The position will be funded under the Development Cooperation project โ€œWorkplace Compliance through Labour Inspection Guidance and Social Dialogue (WPC)โ€. The project is funded by the EU and linked to CPO TUR 158 (Outcome 1 -Strong Tripartite Constituents and Influential and Inclusive Social Dialogue and Outcome 7- Adequate and Effective Protection for All).

      The overall objective of the project is to contribute to the creation of a more decent work environment for all women and men in Tรผrkiye. For reaching this intended aim, the project proposes to i) improve the institutional capacity of Directorate of Guidance and Inspection (DoGI) of the Ministry of Labour and Social Security (MoLSS) and the social partners to increase workplace compliance and b) improve the workplace compliance through strengthening guidance services and awareness raising on decent work.

      Directorate of Guidance and Inspection and social partners are among the target groups of the project. The ILO will be operationally and technically responsible for the referred project which will be implemented and managed by the ILO. Directorate of Guidance and Inspection is the Beneficiary of the project.

      The Governance and Compliance Officerโ€™s overall responsibility is to ensure that project activities targeting the Ministry of Labour and Social Security and in particular the Directorate of Guidance and Inspection as well as social partners are implemented in a timely manner with delivering the expected outputs and results.

      2. Reporting lines:

      The Governance and Compliance Officer will report to the Senior Project Coordinator under the overall supervision of the Director of the ILO Office for Tรผrkiye. The incumbent will receive technical guidance from LABADMIN/OSH specialists.

      Description of Duties

      1. Ensure that project activities targeting MOLSS, DOGI and social partners are implemented in a timely manner with delivering the expected outputs and results.
      2. Be responsible for effective and smooth implementation of activities strengthening the labour inspectorate in line with ILS (including inspection planning; capacity building; set up of standard operating procedures & electronic case management system etc.).
      3. Monitor progress of the activities by providing technical inputs/feedbacks, preparing, reviewing, verifying and analysing work-plans, progress reports, final report and other data in a clear, consistent and complete manner.
      4. Review and analyse relevant documents/information produced by the Government, workersโ€™ and employersโ€™ organisations, external collaborators and other development partners; and provide written analysis on the findings to management.
      5. Prepare briefs, background information, periodical reports, official correspondence, statements and speeches on subject matter related technical reports and statistical data on status of project activities.
      6. Ensure terms of references (ToRs) for consultants, service-providers, and implementing partners are in line with ILO standards and policies on labour inspection and consistent with requirements and timelines for project implementation.
      7. Establish regular relations with the labour inspection specialists of the LABADMIN/OSH Branch and ensure their involvement and technical support to the project activities as necessary.
      8. Provide advice to the ILO, the team members as well as the project stakeholders or relevant institutions on the necessary actions to be taken for the timely delivery of the expected project outputs. Flag on bottlenecks and advise on necessary actions to cross the bottlenecks.
      9. Undertake regular missions related to project and conduct regular meetings with stakeholders and beneficiaries, as deemed necessary.
      10. Perform other duties as may be assigned by the Senior Project Coordinator and the Director of ILO Office for Tรผrkiye.

      Required qualifications

      Education

      - First level of university degree (bachelorโ€™s or equivalent) in a Social Sciences, Economics, Business Administration, or relevant fields

      - At least two years of professional experience at the national level in the fields of labour inspection, labour law, workplace compliance
      - Three years of professional experience in programme and/or project planning, monitoring, implementation and evaluation activities
      - Knowledge of international labour standards on labour inspection
      - Knowledge of Tรผrkiyeโ€™s labour inspection system is an asset
      - Experience in working with government institutions and social partners will be an asset.

      Languages

      - Excellent command of English and Turkish both oral and written.
