Result of ServiceThe United Nations Environment Programme (UNEP) is the United Nations systemโ€™s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Green Growth Knowledge Partnership (GGKP) is hosted by UNEP, in partnership with the Global Green Growth Institute (GGGI). These organizations serve as the joint host of the GGKP Secretariat (www.greengrowthknowledge.org) on behalf of the GGKP Steering Committee (UNEP, GGGI, the Organization for Economic Co-operation and Development, United Nations Industrial Development Organization, and the World Bank). The GGKP is a global network of over 70 international organisations, research institutes, and think tanks focused on promoting a green economy transition by: ยท Identifying major knowledge gaps in green growth theory and practice and addressing these gaps through the promotion of collaboration and coordinated research; and ยท Using world-class knowledge management and communication tools to provide practitioners, policymakers, and other experts with opportunities to access, share, and utilize green growth policy analysis, guidance, information, and data. The aim of this consultancy is to provide ongoing technical guidance, expertise and support for gender mainstreaming through socially inclusive planning and programming to the GEF projects: ยท Implementing Sustainable Low and Non-Chemical Development in Small Island Developing Statesโ€ (ISLANDS) Global Child Project on Communication, Coordination and Knowledge Management (CCKM) ยท GEF Financing Agrochemical Reduction and Management (FARM) Global Child Project. This technical support for gender mainstreaming will especially be through implementation of the existing Gender Action Plan (GAP) for the GEF ISLANDS Programme and the FARM Programme. The GAP stands as a foundational element for the programme providing cross-cutting support to the GEF Child Projects, and takes into account the interlinkages with the activities executed by all its Executing Partners. The objective of this assignment is to ensure that the ISLANDS Gender Action Plan and the FARM Gender Action Plan are being actively implemented to support and reflect the needs of the child projects and that child projects can apply its principles including the coherence of gender-responsive action. Work LocationRemote Expected duration10 months Duties and ResponsibilitiesThe consultant will review the progress made in implementing the GAP and plan a prioritization of supporting activities to implement the GAP in the short, medium, and long-term phases of the programmes, especially in line with the CCKM project activities and goals, and provide tracking and monitoring on the GAP. The consultant will provide ongoing technical guidance, capacity building, and support to the ISLANDS and FARM child projects, supporting local gender and social inclusion officers/consultants, and provide additional backstopping to the CCKM project team as needed. Specific tasks to be implemented for ISLANDS and FARM Gender Action Plans, can include but are not limited to: a. Updating the ISLANDS GAP to include gender analysis from the ISLANDS Atlantic Child Project; b. Supporting the establishment of gender specialists in child projects and liaising with them in the review of existing gender analysis and strategies; c. In close collaboration with the teams of the Global Child Projects, supporting gender mainstreaming in priority global activities, outputs (e.g. major reports, gender-responsive communications and outreach), recruitments (e.g. ToRs) and stakeholder engagement, as planned in the global GAPs; d. Providing guidance and advice to the gender specialists in the development and implementation of child project specific GAP, as well as in gender mainstreaming in priority project activities outputs (e.g. reports, comms material), recruitment (e.g ToRs) and stakeholder engagement; e. Coordinating gender thematic group (e.g. Communities of Practice) and gender related webinars; f. Delivering capacity building and trainings to child projects and across sectors on gender mainstreaming as well as on adapting the GAPs to the regions; g. Undertaking research, data and information collection for analysis, tracking and reporting related to the implementation of the global GAPs and their impacts (quarterly reporting). Qualifications/special skillsยท The Gender Specialist should have a postgraduate university degree in Environment, Social or Natural Sciences or other relevant discipline, preferably with a specialization in gender and project cycle management; ยท A minimum of 7 years of relevant work experience in environmental or international development aid projects, with some experience in the execution of technical capacity projects linked to the environment and gender mainstreaming, ideally in Small Island Developing States (SIDS) and chemicals and waste management, and in particular at least in two of the aspects listed below: ยท Execution of tasks including the analysis of sex-disaggregated data; ยท Definition, implementation, monitoring and reporting on gender mainstreaming activities and projects in the field of the environment, ideally in the context of the GEF; ยท The principles and practical application of the GEF gender policy and priorities. ยท Establishment and development of strategic partnerships to support gender mainstreaming; ยท Design of monitoring and evaluation tools to assess the progress and impacts of specific actions; ยท Strong analytical skills, ability to effectively articulate and present findings in writing are required; ยท Good knowledge of the GEF and UNEP guidelines on gender, and safeguard is an asset.
