Work LocationNairobi Expected duration13 Months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority. It sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This consultancy is in UNEP's Climate Mitigation Division, Mitigation Branch, GEF Climate Change Mitigation Unit. UNEPโ€™s GEF Climate Change Mitigation Unit is a GEF Agency for Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects. The projects, which are in different stages of development (concept, design, implementation, closure), are executed by different partners (Ministries, NGOs, etc.). The Unit, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines for these projects. The Unit is undertaking efforts to enhance its efficiency and monitoring of results. For this purpose, UNEP seeks a consultant for developing recommendations on enhancing the Unitโ€™s reporting of half-yearly progress reports (HYPR), project implementation review (PIR) reports, Integrated Planning, Management and Reporting (IPMR) inputs, and project evaluations, and its analysis of quarterly business review (QBR) and GEF scorecard reports. Specific Tasks: Under the supervision of the GEF CCM Unitโ€™s Head, the consultant will perform the following duties: โ€ข Provide technical inputs to enhance and monitor Unit PIR and HYPR preparation; โ€ข Provide technical inputs to enhance and monitor Unit IPMR reporting โ€ข Provide inputs and develop tools for summarizing and monitoring Unit project reviews and evaluations โ€ข Provide technical inputs to respond to GEF Coordination Officer requests to the Unit; โ€ข Analyse QBR and GEF scorecard results and identify recommendations for enhancing Unit performance related to these. โ€ข Provide technical inputs to the Unitโ€™s work to develop a GEF-9 strategy; โ€ข Provide technical inputs to one CBIT project in a french-speaking African country; โ€ข Provide inputs to enhance the Unitโ€™s efficiency, including as related to process flows; โ€ข Prepare a Unit staff satisfaction survey and a report of the survey results. Qualifications/special skillsโ€ข Advanced university degree in one of the following fields is required: international management, international relations, business administration, law, environmental management, environmental policy, or in a related field. โ€ข A first level degree with an additional two years of qualifying experience may be accepted in lieu of an advanced university degree. โ€ข Minimum of 1 year experience in international management and business, finance, economics and/or related field is required โ€ข Advanced proficiency in Microsoft Office tools (Excel, Word, PowerPoint) is required โ€ข Experience working in developing countries is required. โ€ข Experience working with international organizations is required. โ€ข Familiarity with the policies and guidelines of the GEF and UNEP is desirable. Languagesโ€ข English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required.
