Project Context and Scope

Thanks to the contribution of the Italian Ministry of Foreign Affairs and International Cooperation, IOMโs Coordination Office for the Mediterranean (IOM COMED) designs and implements initiatives whose aim is to promote the social, economic, and cultural contribution of human mobility. Accordingly, the Migration and Development Unit of IOM COMED fosters numerous projects and initiatives addressing the link between migrants and the sustainable development of the countries they bridge. Since 2011, the Migrant Association for Co-Development program (A.MI.CO.) aims to strengthen capacities of local diaspora organizations in the project design and implementation, fostering their role as international cooperation and co-development actors.ย
Furthermore, IOM has engaged in migration, environment, climate change, and disaster risk reduction since the early 1990s, and initiated the development of an Institutional Strategy on Migration, Environment, and Climate Change 2021-2030, to provide a comprehensive approach to migration in such a context. The strategy emphasizes IOM's commitment to supporting the development of enabling environments that can help migrants, diasporas, and their communities directly contribute to climate action and sustainable development in places of origin and destination. In light of this, partnerships with diaspora communities are nurtured, and remittances are leveraged to support sustainable development and climate resilience solutions.
Based on the above, IOM COMED is looking for a consultant to assist with the provision of technical support and the delivery of an in-presence training on climate action, food security, and environment-related topics to selected diaspora organizations based in Italy.
Organizational Department / Unit to which the Consultant is contributing:
The consultant will contribute to Migrant Association for Co-Development (A.MI.CO.) Programme implemented by IOM COMEDโs Migration and Development Unit. Coordination with the MECR Program Associate of COMED will be ensured on the production of the content and material on MECR topics.ย
Tasks to be performed under this contract ย
The selected consultant will have to implement the following activities, targeting selected representatives of diaspora organizations based in Italy:
- Participate in one preliminary coordination meeting with IOM team;
- Attend coordination meetings with target diaspora organizations;
- Develop the content and materials of a training module, including case studies, on the following fundamental topics and, upon expertise, on one or more of the optional topics:ย
a) Fundamental topics:
- Climate change foundations;
- Energy transition;
- Food and water security;ย
- Climate justice, international climate negotiations and climate advocacy;
b) Optional topics (upon expertise):
- Ecosystem services and nature-based solutions;
- Waste management and circular economy;ย
- Adaptation and disaster risk reduction;ย
- Design and deliver a three-day tailor-made and in-person training course,ย on the above mentioned topics based on the expertise, in line with IOMโs standards and approach;
- Ensure coordination with IOMย at any stage of the consultancy;
- Draft a final report summarizing achievements, challenges, and recommendations.

- The consultant ensures that a participative and interactive approach is adopted at all times;ย
- Communication is clear and informative, and is adapted to the participantsโ understanding of the language being used;
- Communication is sensitive to cultural differences;
- The consultant ensures coordination with IOM COMED at all stages, ensuring that itsย work is aligned with IOMโs mandate. ย Performance indicators for the evaluation of results ย
- 80% of the supported beneficiaries report satisfaction with the capacity building received;
- Capacity building training content, tools and materials are elaborated.
Education/ Professional experience and other requirements:
- University Degree in Climate and Environmental Sciences, Engineering, Urban Planning, Agroforestry, Agronomy; or a University Degree in the following fields but with a combination of relevant professional experience on climate change related projects: Social studies, Development Studies, Political Science, Law, Economy or related field;
- At least 5 years of professional experience on climate change related topics;
- Strong expertise on one or more of the following topics:ย climate change, climate action, food security, energy transition, ecosystem services, nature-based solutions, waste management, urban ecology, disaster risk reduction, international climate negotiations and agreements;
- Demonstrated experience in developing trainings/workshops sessions for adult education on the above mentioned topics;
- Demonstrated experience in delivering in-person and/or online trainings/workshops on the above mentioned topics;
- Demonstrated experience in delivering trainings/workshops using participatory approach will be considered an advantage;
- Professional experience in working with non-profit organizations will be considered an advantage;
- Context knowledge or previous professional experience with diaspora organizations will be considered an advantage;
- Excellent communication and presentation skills;
- Excellent multicultural skills;
- Professional experience in writing reports and documents in Italian and English;
- Computer skills, specifically hands-on experience in the usage of MS Office. Languages
- Fluency in written and spoken Italian and English is required;
- Working knowledge of French and/or Spanish will be considered an advantage. IOMโs official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. ย Travel required
Upon request, the consultant will be required to travel within Italy.
