Mission and objectivesUNAMA was established in 2002 as a Political/ Peacebuilding Mission, exceptionally) directed and supported by the UN Department of Peacekeeping Operations (DPKO).

ContextUNAMAโ€™s original mandate, laid out in UN Security Council Resolution 1401 (March 2002) was to support the implementation of Bonn Agreement (December 2001). This mandate has changed over time to reflect the needs of the country and was last extended on 17 March 2025, by UN Security Council Resolution 2777 (2025). The Security Council mandate tasks UNAMA with the promotion and support of humanitarian assistance in line with humanitarian principles, human rights, equality for women and girls, inclusive governance, resilience, and economic stability, and using our good offices for principled and constructive engagement with all national, regional and global stakeholders in the pursuit of Afghanistanโ€™s peace and stability. UNAMA reaffirms its strong commitment to the sovereignty, independence, territorial integrity and national unity of Afghanistan, as well as its continued support for the people of Afghanistan, within the framework of the UN Charter and other international laws and instruments. UNAMA's vision is for a stable and prosperous Afghanistan that lives at peace with itself and its neighbours, where the rights of all the people of Afghanistan are upheld, without discrimination.

Task DescriptionUnder the direct supervision of the Chief of Fuel Unit, the UN Volunteer will perform tasks covering the verification of fuel invoices, fraud, and loss prevention monitoring through Electronic Fuel Management System 2 (EFMS2) and inspections as stated below: โ€ข Inspect contractorโ€™s commercial facility as part of quality assurance and surveillance plan. โ€ข Create or delete equipment barcodes in EFMS2 โ€ข Monitor daily fuel delivery transactions as part of data quality checks through EFMS2 โ€ข Regularly review and analyze all fuel reports in EFMS2 Power BI Database and initiate necessary corrective action after the approval of Fuel Unit supervisor. โ€ข Follow up with fuel users to respond to identified cases of discrepancies and faulty equipment. โ€ข Verify monthly fuel invoices and raise Service Entry Sheets (SES), ensuring timely approval in Umoja. โ€ข Draft inter-office memo covering certified SES to Finance Vendor and Payment Unit for a review and signature of Fuel Unit Supervisor. โ€ข Monitor funds available in exiting Purchase Orders to ensure that there are enough funds for payments. โ€ข Submit a request to the Procurement Unit to liquidate funds which are no longer required in a Purchase Order. โ€ข Request for additional funds for payment when required, through Fuel Unit supervisor, to ensure the timely processing of invoices. โ€ข Monitor the progress of invoices until payment is completed โ€ข Prepare and maintain periodic fuel consumption reports both in terms of quantity and expenditure for budget costing estimates. โ€ข Monitor the consumption and expenditure under different budget cost centers. โ€ข Attend the Contract and Performance Evaluation Meetings and take minutes of the proceedings. โ€ข Ensure that all financial and procurement rules and regulations are adhered to when processing payments. โ€ข Produce reports on the status of outstanding invoices, payments, and related details. โ€ข Perform any other duties or responsibilities that may be assigned by the Chief General Supply and Fuel Unit, such as: - Assist in the management of the Demand Plan for General Supply and Fuel Unit (GSFU). - Assist in financial matters and projections in respect of Demand Plan for GSFU. - Undergoing training AI and having some roles in ERP/SAP (Business Object)/ EFMS, etc. - Contributing at building a positive team climate and transfer Knowledge to colleagues. - Identifying and focusing on value added services which can be provided by GSFU to UNAMA colleagues.

Living conditions and remarksAfghanistan is a hardship duty station with a volatile security. Living and working conditions for UN volunteers in UNAMA are similar to the living conditions of all other internationally recruited staff members. UN volunteers are provided with safe accommodation in an extensive compound in Kabul with good infrastructure and amenities. The single unit accommodation in UNOCA and other field locations are fully furnished; this includes, furniture, washing machine dryer, hot plate, iron and iron stand, microwave, plates, cups, spoons, cooking utensils, electric kettle. Bedsheets and pillow covers are also provided. Inside the UNOCA compound are four cafeterias, a restaurant, a Supermarket and 3 small shops which provide a variety of groceries, fresh vegetables, imported canned and frozen food on offer. There is also a social center and a gym within the same compound. The Volunteers are encouraged to bring their own towel and other personal accessories including toiletries and medicines which they may not find easily within the supermarkets inside the UNOCA Compound. Some degree of medical service is provided in all UNAMA duty stations. There is a UN clinic in UNAMA/UNOCA complex, and access is granted in Kabul to other private international clinics (when and if needed). Summer in Afghanistan is hot and dry, but winter is the opposite โ€“ cold and wet. Therefore, both summer and winter clothing and comfortable boots with insulation are necessary.
