Background:

Reporting to the Sudan Country Representative and under the supervision of the Operations Manager, the Project Finance Consultant reviews partners' documents and advises on expenditure eligibility for processing liquidations.

The Consultant collaborates with the Programme and Operations Team to ensure timely liquidations and partner advance disbursements, thoroughly reviewing transactions and supporting documents for eligibility.

I. Key Functions and Accountabilities:

Perform all duties in strict adherence to UN Women financial regulations, rules, policies, and standard operating procedures, including internal controls. Review and verify financial transactions, activities, and documentation of partners; escalate issues to management as necessary and report any irregularities. Monitor financial exception reports for unusual activities or transactions, investigate anomalies, and report findings to the country representative with recommendations for actions or decisions. Draft comprehensive reports on the financial status, procedures, costs, and expenditures of partners. Conduct thorough spot checks of partners' financial transactions and provide detailed reports on findings and recommendations. Follow-up on spot check findings and recommendations to ensure the implementation of corrective actions. Undertake risk-based capacity assessments of programme partners for UN Women and develop capacity building plans based on the assessments. Provide on-the-job training to partners' staff on financial management. Perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

In carrying out these duties, it is crucial to thoroughly understand and apply the core principles and guidelines set by UN Women. Adhering to these standards ensures transparency, accountability, and consistency in financial operations across all engagements. This includes a rigorous review process where every financial transaction, activity, and document is meticulously examined. If any discrepancies or signs of non-compliance arise, they must be promptly reported to the management. This proactive approach helps mitigate potential risks and uphold the integrity of the financial system.

Preparing detailed reports on partners' financial status and practices provides critical insights into their operational efficiencies and areas needing improvement. These reports should encompass thorough analyses of procedures, cost structures, and expenditure patterns, offering a clear picture of financial health and compliance levels.

Ensuring that spot check findings are not merely documented but also acted upon is vital. This follow-through guarantees that identified issues are addressed, and corrective measures are implemented effectively. Regular spot checks serve as a preventative measure, reinforcing good financial practices and deterring potential misconduct.

Conducting capacity assessments involves evaluating the financial capabilities and risk profiles of programme partners. Based on these evaluations, tailored capacity-building plans can be formulated to enhance partners' financial management skills, thereby strengthening the partnership and ensuring smoother, more effective collaboration.

On-the-job training sessions for partners' staff play a pivotal role in this capacity-building effort. Providing practical training ensures that partners' teams are well-equipped with the knowledge and skills necessary to manage financial tasks proficiently and in alignment with UN Women's standards.

Functional Competencies:

Strong knowledge of financial rules and regulations and accounting principles.ย ย  Strong knowledge and application skills of IT tools and understanding of management systems.ย ย ย  Strong knowledge of spreadsheet and database packages.ย  Ability to provide input to business processes re-engineering, implementation of new systems.ย  Ability to administer and execute financial and accounting processes and transactions.ย 

III. Recruitment Qualifications:

Education and Certification:ย 

masterโ€™s degree or bachelorโ€™s degree with an additional 3 years of experience in finance or accounting Specialized national or international certification in accounting and finance is an asset.ย  Successful completion of UN Women Accounting and Finance Test is required as part of the selection process.ย 

Experience:ย 

At least 7 years of progressively responsible experience in finance controller and accounting, At least 3-year experience in auditing, spot check or financial verification is requiredย  Experience with the United Nations system is desirable.ย  Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.ย  Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.ย 

Languages:

Fluency in English and Arabic is required.ย
