As part of the Country Office Finance team, the Finance Technical Officer (FTO) supports the Finance Coordinator in ensuring accurate, timely, and compliant financial operations across payroll and accounting functions. This includes statutory reporting, reconciliations, and audit support, combining technical payroll expertise with financial accounting responsibilities to enhance efficiency and compliance within NRCโs finance operations.
Lead payroll operations for national staff, contingent workers, and expatriates, ensuring compliance with Palestinian and Israeli labor laws.ย Verify that vouchers and the supporting documents comply with NRCโs procedures
Prepare and submit monthly Form 102, semiannual Form 126, and annual Form 856 to Israeli authorities.ย
- Calculate and process pension, severance, insurance, and income tax deductions, including preparation of Form 161 upon employee resignation.
- Coordinate with HR on payroll inputs, timesheets, and contracts; upload international timesheets monthly.
- Ensure payroll bookings in Agresso/Unit4 and perform yearly severance revaluation calculations and postings.
- Maintain accurate payroll audit documentation and support external/internal audit reviews.
- Manage country and area office payments (suppliers, utilities, rent, insurance), ensuring proper clearance of accruals (Account 2991).
- Review and oversee bank reconciliations prepared by Finance Technical Assistants and area offices.
- Clear accruals and prepayments (Accounts 2991, 1580โ1581, 1524) and perform adjustments/reallocations for non-salary transactions.
- Support financial reporting and reconciliation processes for Cash Service Providers in coordination with Project Managers and Heads of Departments.
- Verify vouchers and supporting documents for compliance with NRC procedures.
- Ensure timely payments to cash service providers and perform daily/weekly reconciliations using Agresso.
- Investigate and resolve discrepancies identified during reconciliations and ensure timely adjustments.
- Support the Finance Coordinator with monthly accountancy tasks and any other reasonable tasks assigned by management.
Bachelorโs degree in accounting, finance or any related field.
Minimum of 3 yearsโ relevant experience in similar finance position in a humanitarian context.ย
- Minimum of 2 years of hands-on experience in payroll processing and salary administration, preferably within the Israeli labor law framework.
- Holding a (Payroll Accountant) certification is an asset.ย
- Strong knowledge of Palestinian labor and tax laws.
Experience with Agresso/Unit4 or similar financial systems.ย
- Knowledge of donor policies and procedures.
Experience working in complex and volatile contexts.
