The Finance Officer, based in the Tripoli Office, plays a pivotal role in supporting the effective and compliant management of day-to-day financial operations. Under the overall supervision of the Finance Manager at the Country Office, the incumbent will be responsible for implementing financial activities in accordance with organizational policies and procedures. Key responsibilities include cash and bank management, operation of the ERB accounting system, financial budgeting, auditing, reporting, and maintenance of an efficient archiving system. The Finance Officer will also ensure accurate financial tracking and facilitate effective coordination and communication with other departments. The position contributes to ensuring that financial services are delivered in a timely, transparent, and accountable manner to support the successful implementation of programmes and activities.
As a member of the Finance Team, the Finance Officer contributes to the effective and efficient delivery of NRCโs financial services. The incumbent is responsible for the day-to-day implementation of financial activities, with a primary focus on cash and bank management, while also leading on other financial tasks as outlined in the specific responsibilities of the position. The Finance Officer is expected to work collaboratively within the team, adapting tasks in response to operational priorities and workload demands to ensure that financial support is provided in a timely, compliant, and effective manner, thereby facilitating the smooth implementation of programmes. The position requires close coordination with programme and support staff, as well as with the chartered accountant and external auditors, to ensure sound financial management and seamless operational workflows.
- Oversee and manage all cash and bank operations for the NRC Area Office, including preparation of monthly area cash forecasts
- Ensure timely month-end closing of all financial balance accounts and submit reports to the Finance Team at the Country Office (CO)
- Monitor and reconcile all cash advances on a monthly basis, ensuring approvals are properly communicated and justifications are provided to the CO
- Prepare monthly bank reconciliation statements for the Area Office
- Prepare and process monthly salary allocations for the Area Office
- Liaise with the Libya Accountant, as required, to ensure timely processing of social security and tax payments on a monthly basis
- Prepare and post monthly amortization entries and share relevant updates with the Finance Team at the CO.
- Ensure timely processing of all payments, including providing guidance and support to Finance Technical Assistant staff when required, and coordinating with the local bank or Head Office as necessary
- Review and approve Purchase Requisitions (PRs), Purchase Orders (POs), and expense claims in the financial system, ensuring accuracy and timely payment
- Conduct regular cash counts (daily, weekly, and monthly) and share reports with the CO in accordance with NRC procedures.
- Support in the preparation of staff monthly payroll, as requested.
- Ensure proper uploading and maintenance of financial documentation and records, in line with NRCโs archiving and documentation policies
- Maintain and regularly update the Area Office payment tracker, ensuring it is shared with the management team.
- Follow up with the CO on payments proceed by the Head Office to ensure timely processing
- Serve as the finance focal point for logistics, administration, and programme teams regarding Area Office payment updates and financial processes
- Act as the Area Office focal person for the preparation and submission of supporting documents (samples) for various audits, including project audits, government audits, and the annual NRC audit
- Provide financial, accounting, banking, reporting, and auditing support to the Area Office Finance Team, as required.
- Support capacity building of finance staff through training on NRCโs financial systems, tools, and procedures.
- Perform any other accounting, banking, reporting, or auditing duties as assigned or delegated by the Finance Manager.
ย Experience from working as a Finance officer in a humanitarian/recovery context will be preferred.
Previous experience from working in complex and volatile contexts
