What we are looking for:
The Norwegian Refugee Council (NRC) in Sudan is seeking an experienced Finance Manager to ensure the country's financial systems align with NRC standards and effectively support program and project implementation. The role involves ensuring compliance with the Financial Handbook, NRC policies, and donor and auditor requirement.
What you will do:
Some of your specific responsibilities include:
- Ensure that adequate financial management routines and systems are in place, and that NRCโs accounting practices and standards are adhered to, timely and in accordance with quality and policy requirements from NRC, donors, auditors and authorities.
- Maintain overall budget control and monitor cash flows and expenditures.
- Provide up-to-date financial analysis and required financial reports to the Head of Support, the CMG, Program Managers, Project Coordinators and the headquarters (HQ) in Oslo.
- Ensure that appropriate control mechanisms are in place across the country program and that financial risk is minimized.
- Make sure that adequate financial management routines and systems are in place.
- Contribute to the development of strategic and operational plans and be accountable for ensuring and monitoring delivery against the financial plans.
- In collaboration with other Managers, regularly review and develop operational finance tools.
- Enable appropriate operational decisions to be made on the grounds of sound and solid financial analysis.
- Plan for annual closure of the accounts and responsible for coordinating audits in the country.
- Be the main driving force for NRCโs transparency and antiยญcorruption work within the country program.
- Ensure statutory financial obligations including remittance of taxes are met in a timely manner.
- Build strong and effective relationships with the logistics/procurement and HR/admin staff in all offices to enable a good flow of information.
- Establish and oversee a safe, robust and easily retrievable financial documentation and filing system for both hard and soft copies.
- Develop capacity of the Country Office and the Area Office finance teams to ensure that they meet NRCโs finance and grants management operating standardsอพ
- Conduct training in budget design, financial management and monitoring procedures for all relevant national and international NRC personnel.
- Regularly, review performance of staff under line management.
- Provide an enabling environment for the implementation of cash-based interventions, through working across program and support teams and the development of relevant guidance and Standard Operation Procedures.
- Contribute to the identification of opportunities to implement cash-based interventions and market-based programs by participating in assessments and response analysis discussions.

What you will bring:
- Minimum bachelorโs degree in accounting or similar field.
- Minimum 5 years of experience from working as a Financial Manager in a humanitarian/recovery context.
- Experience of working in complex and volatile contexts.
- Knowledge about own leadership skills/profile.
- Solid knowledge of computer software and modern accounting systems particularly Agresso/Unit4.
- Previous experience as international staff in similar capacity.
- Fluency in English, both written and verbal.
- Knowledge of the context in Sudan is an advantage.ย
- Experience with start-up countries or programs is an advantage.

- Duty station: Port Sudan, Sudan.ย
- Contract: 1 year (with possibilities of extension).
- Travel: 30%ย
- Salary/benefits: grade 9 on NRCโs international salary scale, with accompanying terms and conditions
