Terms of Reference1. General Background

This position required for the UNHCR Bangladesh operation was triggered by the challenges faced in processing VAT Claims at Duty Exemption and Drawback Office (DEDO). The continuous build-up of unclaimed VAT Refund entails a constant follow-up to facilitate the process.

The Finance Assistant provides support and administrative assistance to the immediate supervisor and the office. The Assistant Finance Officer supervises the incumbent. S/he receives regular guidance and instructions from the supervisor on procedural aspects of the VAT Refund processes. As per specific instructions, the incumbent may require liaising with other internal or external entities to ensure the effective delivery of services and achievement of objectives.

2. Purpose and Scope of Assignment

Under the direct supervision of the Assistant Finance Officer, the Finance Assistant will undertake the following tasks:

• Arrange regular submission of VAT claims to DEDO and follow up for refund.
• Respond to queries raised by DEDO officials on VAT refund submissions.
• Submit documents to DEDO VAT refund and frequently communicate and get an update on VAT claims.
• Communicate with relevant circle offices, tax offices as necessary to expedite VAT refund.
• Maintain regular contact with the Dhaka and Cox’s Bazaar finance units.
• Ensure VAT claims are submitted with relevant documents on time.
• Provide weekly update/status of pending VAT claims.
• Perform other duties as required.


3. Monitoring and Progress Controls

(Clear description of measurable outputs, milestones, key performance indicators, and/or reporting requirements which will enable performance monitoring)

The performance evaluation and monitoring will be assessed against the duties mentioned above and responsibilities upon completing the assignment/contracultural period. The performance will be measured in terms of the refund received from the DEDO, the number of claims settlements, percentage of rejections etc.

4. Qualifications and Experience.

a. Education
• Completion of secondary education with a High School Diploma.

b. Work Experience
• With one year of previous job experience relevant to the function.

c. Key Competencies
• Candidate must be familiar with the procedures at DEDO.
• Experience in processing VAT Refund requests.
• Excellent command of English and Bangla languages, both written and spoken.
• Skills in the documentation.
• Strong interpersonal and communication skills.

d. Desirable qualifications & competencies:
• Ability to work effectively as part of a team or independently with minimal oversight.
