Overall purpose of the role:

The Hope, Empowerment, and Resilience (HER) Project is a multi-country, consortium-led initiative implemented in Sudan and Ethiopia with financial support from Agence franรงaise de Dรฉveloppement (AfD). The project aims to strengthen the resilience of displacement-affected women and girls by addressing immediate humanitarian needs while laying the foundations for inclusive, gender-responsive, and sustainable systems recovery across protection, health and nutrition, economic recovery, and social cohesion.

Given the projectโ€™s multi-partner architecture, complex operating environments, and rigorous AfD compliance requirements, the Finance and Compliance Coordinator plays a central role in ensuring sound financial management, value for money, and full compliance across the consortium. The position is embedded within the Consortium Management Unit (CMU) and serves as the primary finance and compliance focal point linking the CMU, country offices, partners, and donors.

The Finance and Compliance Coordinator is responsible for coordinating, monitoring, and strengthening financial management and compliance systems across the HER consortium. The role ensures that project resources are managed transparently, efficiently, and in full compliance with AfD, DRC, and consortium partner requirements, while enabling timely and adaptive program delivery in volatile operating contexts.

The position supports strategic financial oversight at the consortium level while providing hands-on technical support to country teams and partners.

Your main duties and responsibilities will be:

A. Financial Oversight and Consortium Coordination:

Provide consolidated financial oversight for the HER Project across Sudan and Ethiopia in line with the approved AfD budget, grant agreement, and consortium agreements. Monitor project expenditure against approved budgets and forecasts, identifying risks related to overspend, underspend, burn rates, and liquidity. Coordinate and lead regular budget follow-up and financial review meetings with the CMU, country teams, and partners. Support the preparation and review of financial reports for AfD, ensuring consistency with narrative reporting and MEAL data.

B. Compliance and Risk Management:

Ensure consortium-wide compliance with AfD financial rules, DRC policies, and applicable national regulations in Sudan and Ethiopia. Establish and maintain effective compliance monitoring systems and tools across all partners throughout the project lifecycle. Conduct regular compliance and spot-check visits to consortium partners, covering finance, procurement, HR, and asset management systems. Identify, document, and proactively mitigate financial and compliance risks, escalating critical issues to the Consortium Manager and PSC as required.

C. Partner Capacity Assessment and Strengthening:

Lead financial capacity assessments of consortium partners during inception and periodically throughout implementation. Develop and implement tailored finance and compliance capacity strengthening plans in collaboration with partners and country finance teams. Provide hands-on technical support, mentoring, and training to partner finance staff to ensure sustained compliance and quality financial management.

D. Budget Management and Modifications:

Support the development, review, and consolidation of detailed project budgets and partner sub-budgets. Coordinate and prepare budget revisions and reallocations in line with AfD thresholds and approval requirements, in close collaboration with the CMU and country teams. Ensure accurate cost allocations, shared cost methodologies, and budget realignments are applied consistently across partners.

E. Financial Controls, Audits, and Close-Out:

Ensure robust internal control systems are in place and functioning across the consortium. Coordinate and support internal and external audits, including preparation of documentation, partner follow-up, and implementation of audit recommendations. Oversee the maintenance of complete, accurate, and auditable financial documentation across all consortium members. Provide financial management support for project close-out, including final reconciliations, partner settlements, and external audits.

F. Taxation, Procurement, and Regulatory Compliance:

Coordinate with country offices and partners to ensure compliance with national tax laws, including VAT, exemptions, and statutory deductions. Support the acquisition and management of tax exemption certificates where applicable. Liaise with procurement and logistics teams to ensure correct tax treatment, documentation, and timely payments to relevant authorities.

G. Contribution to Consortium Governance:

Act as a core member of the CMU, contributing to strategic planning, risk management, and adaptive decision-making. Provide financial analysis and recommendations to inform CMU and Project Steering Committee (PSC) deliberations. Support transparent and equitable financial governance across the consortium.

Experience and technical competencies:

Experience

Minimum of 7 years of progressively responsible experience in financial management and compliance within humanitarian or development programmes. Demonstrated experience managing large, multi-partner and multi-country project budgets. Proven experience working with institutional donors, preferably AfD, EU, ECHO, or similar. Experience in partner capacity strengthening and compliance monitoring. Prior experience in fragile, conflict-affected, or displacement contexts is a strong asset.

Technical Skills and Competencies

Strong knowledge of donor compliance frameworks and financial regulations. Advanced proficiency in Excel and financial analysis tools. Strong organizational skills and attention to detail. Ability to translate financial data into strategic insights for non-finance stakeholders. Strong analytical and risk management capacity High integrity and accountability Collaborative and diplomatic engagement with partners Ability to work under pressure in complex and evolving environments Commitment to transparency, value for money, and safeguarding

EDUCATION: (include certificates, licenses, etc.)

Degree in finance, Accounting, Business Administration, or a related field (required). Postgraduate degrees are an added advantage. Accounting and or financial Certification

Languages: (indicate fluency level)

Full professional proficiency in English (required). Arabic and/or Amharic strongly preferred.
