ContextBetween June and August 2022, torrential rains and a combination of riverine, urban, and flash flooding led to an unprecedented and devastating disaster in Pakistan that led to a vast humanitarian crisis and set back Pakistanโs development trajectory considerably. With support from the German government through the KfW Development Bank (KfW), UNDP has launched the Flood Reconstruction and Coordination Programme. This programme aims to deliver results in three concrete areas: (1) improved transparency and accountability of the financial resources allocated for flood recovery through enhanced Monitoring and evaluation (M&E) systems; (2) improved governance mechanisms and capacities for resilient flood recovery; and (3) enhanced recovery support through reconstruction of houses and rehabilitation of community physical infrastructure in the Quetta district. Under the Flood Recovery Programme, UNDP will provide urgently needed recovery support to the flood-affected population in the Quetta Districts of Balochistan by reconstructing approximately 700-800 houses, supplemented by targeted institutional strengthening and capacity development support. The multifaceted socio-economic shock that the rural and urban poor have faced, including the loss of houses, agricultural output, livestock, employment opportunities, and community physical infrastructure, requires an integrated response to reconstruct houses and community infrastructure and undertake measures to enhance the resilience of communities, especially women, to future disasters. Against this background, FRP is looking for a Field Implementation Officer who will support the program in ensuring day-to-day implementation and quality assurance of its field activities in Quetta and other districts in Balochistan. The incumbent will work in close coordination with the FRP project team in addition to government officials, local beneficiaries, communities and other partners to ensure compliance and timely delivery of planned works in line with UNDP, governmentโs and donorโs quality standards. S/he will demonstrate a client-oriented approach, and ability to work with people of different cultural backgrounds while ensuring high quality, accuracy and consistency of work. Under the overall guidance of the FRP Programme Manager and direct supervision of the Project Analyst, the Field Implementation Officer will be responsible for overall field coordination, monitoring and community engagement of all FRP related activities in Balochistan.
Task Description1. Liaison and Coordination โข Cultivate and maintain strong relationships and strategic linkages with government partners, community members, implementing partners and contractors as needed. The UNV will be expected to act as the focal between the UNDP Country Office, community beneficiaries, contractors, implementing partners and all provincial stakeholders/partners. โข Maintain close liaison with all relevant implementing partners/contractors to track and report progress, proposing course correction measures to FRP programme teams as and when needed. Regularly conduct field visits to oversee progress. โข In collaboration with the Programme Specialist, coordinate with Provincial Government Departments and Stakeholders to schedule meetings on behalf of the Flood Recovery Programme (Country Office). โข Identify opportunities to strengthen partnerships and enhance stakeholder engagement to improve project outcomes and sustainability. โข Make recommendations to the management team on project activities with potential for scale-up, replicability and synergies. 2. Monitor and report on progress in implementing project activities and achieving the targets set โข Oversee and track field implementation progress in Balochistan in coordination with UNDP teams, government counterparts and community members. In collaboration with the Monitoring and Reporting Officer, design and implement targeted monitoring tools, identify emerging challenges and course correction measures as needed. โข In coordination with FRP engineering teams and Monitoring and Reporting Officer, develop and maintain an effective system for data collection, means of verification, and information sharing and reporting with respect to field activities in Sindh. โข Conduct regular field visits as required to verify and support project activities relative to stated targets and provide regular field updates to the FRP programme teams. โข Support FRP team in monitoring project risks, including social and environmental risks, community grievances, and any other identified risks and timely report to the UNDP Country Office for consideration and decision on possible actions. 3. Community Engagement and Grievance Redressal Management โข Conduct regular field visits to engage with community members, acting as their focal point to solicit feedback and communicate concerns to UNDP. Prepare and submit weekly reports of these interactions. โข Under the guidance of FRP Monitoring & Reporting Officer, lead implementation of FRPโs Grievance Redressal Mechanism to address community concerns and complaints. Ensure timely resolution of these grievances in coordination with the FRP and UNDP CO teams โข Under the guidance of the FRP Programme Specialist, design and implement community engagement plans in line with project priorities. Cultivate and manage relationships with key community leaders, members and other related stakeholders with a special focus on women and marginalized groups. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. 4. Institutional Arrangement Under the overall supervision of the FRP Programme Manager, the Field Implementation Officer will report to the Project Analyst on a day-to-day basis, working in close collaboration with the Programme Specialist. He/She will be based in Quetta, Pakistan.

Living conditions and remarksAs this is a national UNV assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. UNV Field Unit will help you open a Pak rupee bank account with Standard Chartered Bank or any other local bank at your duty station. Assignment remarks: This is a national UNV assignment, and a Volunteer Living Allowance (VLA) of PKR 183,920 is provided monthly to cover housing, utilities and normal cost of living expenses. Life health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
