Mission and objectivesUNDP works with the Government and people of Pakistan to develop local solutions to development challenges. ContextPakistan, one of the top ten countries most affected by climate change, faced devastating floods in 2022, which affected 33 million people, caused over 1,700 deaths, and pushed more than 9 million into poverty. The total economic damage is estimated at USD 30 billion. In response, UNDP partnered with the Government of Pakistan to launch the Flood Recovery Programme (FRP) - an integrated programme which aligns with the government-led Post Disaster Needs Assessment (PDNA) and the Resilient Recovery, Rehabilitation, and Reconstruction Framework (4RF), to provide cross-sectoral support (including for housing reconstruction, education, health, sanitation, environmental protection, women's empowerment, livelihoods, and food security) aimed at both immediate recovery and building long-term climate resilience in Pakistan. The programme is structured around four key outputs: โ€ข Output 1: Restoration of housing and essential community services. โ€ข Output 2: Livelihood recovery and enhanced disaster resilience for flood-affected communities. โ€ข Output 3: Restoration of governance and service delivery. โ€ข Output 4: Environmental clean-up and strengthened disaster risk management and resilience capacities. In line with Outputs 3 and 4, FRP is providing rehabilitation and recovery support to restore education service delivery for flood-affected populations in Larkana Division, Sindh. This includes the reconstruction, upgrading, rehabilitation and repair of flood affected schools, with a special focus on girls and vulnerable groups. Additionally, the project will provide capacity development support to teachers, students, school administrators and/or community members Against this background, FRP is looking for a Field Implementation Officer who will support the program in ensuring day-to-day implementation and quality assurance of its field activities in Larkana and other districts in Sindh. The incumbent will work in close coordination with the FRP project team in addition to government officials, local beneficiaries, teachers, students, contractors, experts and other partners to ensure compliance and timely delivery of planned works in line with UNDP, governmentโ€™s and donorโ€™s quality standards. S/he will demonstrate a client-oriented approach, and ability to work with people of different cultural backgrounds while ensuring high quality, accuracy and consistency of work. Under the overall guidance of the FRP Programme Manager and direct supervision of the Project Analyst, the Field Implementation Officer will be responsible for overall field coordination, monitoring and community engagement of all FRP related activities in Sindh.

Task DescriptionUnder the overall guidance of the FRP Programme Manager and day to day supervision by the Project Analyst, the Field Coordination and Liaison Officer will work with FRP and UNDP teams in Islamabad and Sindh to ensure timely, high quality and effective implementation of field activities. Field Implementation โ€ข Cultivate and maintain strong relationships and strategic linkages with government partners, community members (including teachers, parents and students), and implementing partners. The UNV will be expected to act as the focal between the UNDP Country Office, community beneficiaries, implementing partners and all provincial stakeholders/partners. โ€ข Maintain close liaison with all relevant implementing partners/contractors to track and report progress, proposing course correction measures to FRP programme teams as and when needed. Regularly conduct field visits to oversee progress. โ€ข In collaboration with the Programme Specialist, coordinate with Provincial Government Departments and Stakeholders to schedule meetings on behalf of the Flood Recovery Programme (Country Office). โ€ข Identify opportunities to strengthen partnerships and enhance stakeholder engagement to improve project outcomes and sustainability. โ€ข Make recommendations to the management team on project activities with potential for scale-up, replicability and synergies. Monitor and report on progress in implementing project activities and achieving the targets set โ€ข Oversee and track field implementation progress in Sindh in coordination with UNDP teams, government counterparts and community members. In collaboration with the Monitoring and Reporting Officer, design and implement targeted monitoring tools, identify emerging challenges and course correction measures as needed. โ€ข In coordination with FRP engineering teams and Monitoring and Reporting Officer, develop and maintain an effective system for data collection, means of verification, and information sharing and reporting with respect to field activities in Sindh. โ€ข Conduct regular field visits as required to verify and support project activities relative to stated targets and provide regular field updates to the FRP programme teams. โ€ข Support FRP team in monitoring project risks, including social and environmental risks, community grievances, and any other identified risks and timely report to the UNDP Country Office for consideration and decision on possible actions. Community Engagement and Grievance Redressal Management โ€ข Conduct regular field visits to engage with community members, acting as their focal point to solicit feedback and communicate concerns to UNDP. Prepare and submit weekly reports of these interactions. โ€ข Under the guidance of FRP Monitoring & Reporting Officer, lead implementation of FRPโ€™s Grievance Redressal Mechanism to address community concerns and complaints. Ensure timely resolution of these grievances in coordination with the FRP and UNDP CO teams โ€ข The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
