Work LocationDeir Ezzor City- Directorate of Cadastral Affairs, Syria Expected duration1 month Duties and ResponsibilitiesBackground The United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme working towards a better urban future. Its mission is to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. Since 2014, UN-Habitat has been working closely with the Syrian local governments and communities to address the implications of the crisis. Support to the General Directorate of Cadastral Affairs and its provincial branches to provide suitable HLP services to the affected individuals and communities have become a key UN-Habitat objective. The cadastral authority is responsible for keeping the land registration system and providing easy access to relevant services. As of 2017, UN-Habitat Syria Programme has started supporting the efforts to rehabilitate the damaged cadastral offices and create digital archives of the cadastral contracts in affected cities where the land sheets were lost or destroyed. In this respect, cadastral service centers and cadastral documentation warehouses and data archiving centers were established in several Syrian cities. Objectives Within the general objective of improving the security of tenure of affected communities in Syria, UN-Habitat seeks to repair, rehabilitate and furnish Deir Ezzor cadastral directorateโs warehouse in order to create safe environment to secure the governorateโs cadastral documentation asset. Duties and Responsibilities Under this assignment, the IC will develop a comprehensive Book of Conditions (BoC) for the future repairing and rehabilitation of Deir Ezzor cadastral documentation warehouse. The BoC should include, but not limited to, the following aspects: โข Identification of the items of the rehabilitation works. โข Formulation of technical specifications of each work item and the required technical tests that should be carried out as necessary. โข Provision of a detailed description of working methods and the required tests to ensure and hand-over procedures to ensure the project is implemented properly and according to the specifications. โข Provision of a full set of implementation drawings as necessary. This set includes but is not limited to general site plan, technical drawings (architectural, electrical/telecom, water/sanitation) large scale detailed drawings, cross sections defining the locations, dimensions and work items. โข Provision of safety measures for workers and other individuals present in the site. โข Estimation of quantities, costs and implementation timelines. The BoC shall be developed in full adherence to the Syrian standards where applicable. To achieve the required results, the IC is expected to arrange for several site visits to carry out the necessary surveys and measurements, form a comprehensive understanding of the required works. Deir Ezzor Directorate of Cadastral Affairs will provide the necessary assistance during these field visits. Supervision The IC will work under the direct supervision of the UN-Habitatโs Housing and Cadastral Officer Qualifications/special skillsHigh school degree with specialized training in civil or architectural engineering is required. โข Minimum of 5 years of professional experience in construction work including engineering studies, implementation and supervision of engineering projects is required. โข Familiarity with the development of books of conditions relevant to civil engineering works according to the Syrian regulations and practices is desired. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
