Project Context and Scope
In the context of war in Ukraine, protecting the rights of war veterans, their family members, and the families of fallen defenders is a critical priority. The Ombudsperson Office ensures these rights through parliamentary control, legal oversight, and engagement with national and international stakeholders. ย  The Consultant will support the Ombudsperson Office in monitoring and analyzing the regulatory framework, developing draft legal and policy documents, processing and responding to appeals from the veteran community, and issuing evidence-based recommendations to improve the national veteran policy implementation mechanisms. The Consultant will also contribute to building partnerships with civil society and international organizations and enhancing outreach and advocacy on veteransโ€™ rights.

Category A Consultants: Tasks to be performed under this contract.

Monitor and analyze the existing legal and regulatory framework related to the rights of war veterans and their families. Develop draft legal and policy documents (normative legal acts, amendments, recommendations) to improve the implementation of veteransโ€™ rights. Process appeals received by the Ombudsperson Office from veterans and their families, assess the legal issues raised, and propose appropriate consultation or action. Use open-source tools to monitor public sources, media, and social networks for issues affectingย 
The Ministry of Social Policy is responsible for the implementation of the Law and therefore, needs technical support to develop the operational procedures for the establishment of the Register. The attached ToR, which focuses on case and information management expertise, is required to understand how the national register can be developed and align with the international one in a broader effort to ensure interoperability, complementarity and compatibility,ย veterans and their rights. Conduct analysis and prepare reports on observed trends and challenges in veteransโ€™ rights enforcement across different regions. Develop algorithms and frameworks for responding to citizensโ€™ appeals on veteran issues. Collaborate with national authorities to enhance the implementation of veteransโ€™ social guarantees. Coordinate with civil society organizations to gather feedback and promote veteransโ€™ rights. Engage with international partners to exchange information and practices regarding veteransโ€™ policy and rights. Facilitate communication between affected groups (veterans, families of veterans) and national/international stakeholders. Organize and coordinate events (such as public consultations, roundtables, and workshops) focused on veterans' rights, including engagement with government, civil society, and international stakeholders. Draft analytical materials, recommendations, and policy briefs for internal and external use. Submit monthly progress reports summarizing activities, draft documents, consultations, and recommendations. Perform such other duties as may be assigned.

The Consultant is required to spend a minimum of 32 working hours per week at the Ombudsperson Office or IOM premises (in Kyiv), participate in offline meetings, and attend relevant stakeholder events.

All deliverables are subject to IOMโ€™s approval. The Consultant must submit electronic copies of all documents developed and/or collected as part of the consultancy. Any delays must be promptly coordinated with IOM.ย 

Performance indicators for the evaluation of results.

Draft legal documents and regulatory proposals delivered. Appeals processed with documented outcomes and recommendations. Monitoring and OSINT reports completed with actionable insights. Engagements with national and international stakeholders documented. Monthly reports submitted by the 25th of each month, summarizing key outputs and alignment with project objectives. Education Bachelorโ€™s degree in Law, Political Science, Public Administration, International Relations, Data Analytics, or a related field with seven years of experience; orย  Masterโ€™s degree in Law, Political Science, Public Administration, International Relations, Data Analytics, or a related field with five years of experience. Advanced degrees are an advantage. Experience Minimum 5 years of relevant professional experience in legal analysis, policy development, or veteransโ€™ affairs. Experience in regulatory review, legal drafting, and interpreting social programs for veterans. Practical experience with citizen engagement or appeal processing. Proven use of OSINT techniques for monitoring public information sources. Experience in working with government bodies, civil society organizations, or international partners. Familiarity with Ukraineโ€™s socio-political context and veteran policy. Skills Strong analytical, research, and drafting skills. Proficient in using legal databases, statistical tools, and public data sources. Excellent interpersonal and communication skills. Organizational and time management abilities with high attention to detail. Languages Proficiency in Ukrainian required. English proficiency desirable. IOMโ€™s official languages are English, French and Spanish.
