Background:
The work of the OSCE Programme Office in Bishkek focuses on a range of security issues including countering terrorism, border security and transnational threats such as human trafficking, to developing the countryโs regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies. Within this context, the Politico-Military Department, which implements the project, covers a broad variety of tasks related to transnational threats and law enforcement cooperation, with an emphasis on security sector governance, the fight against terrorism and violent extremism, and the fight against organized crime and drug trafficking.
OSCE Programme Office in Bishkek continues providing support to the State Customs Service under the Ministry of Finance of the Kyrgyz Republic in activities aimed at automation of customs administration processes.
Objective of Assignment:
The consultant will provide expert support in optimization of existing and development of new business-processes within development of โSmart Bazhyโ system, their further testing, and compliance with relevant regulating documents.
Duration of Assignment:
Maximum 9 months.

Necessary Qualifications:
Bachelor degree in economics, social science, political affairs or related fields: At least 10 years of experience in the field of customs, knowledge and expert-level understanding of principles and processes in the field of customs regulation; Deep knowledge and practical experience in optimization of business processes in the field of customs administration, including integration with general processes within the Eurasian Economic Union; Experience in the analysis and development of business processes, their optimization and description in accordance with international treaties and acts constituting the law of the Eurasian Economic Union and the legislation of the Kyrgyz Republic in the field of customs regulation; Knowledge and practical appliance of regulatory documents in the field of customs regulation; Understanding of web service architecture, frontend, backend and database operating principles, as well as experience working with customs information systems; Experience in working with international organizations and interacting with government agencies; Understanding of the processes of integration of information systems within the framework of customs administration (desirable); Availability of successful projects in the field of implementation of technological solutions for customs authorities (desirable); Professional certifications in customs administration, digitalization or project management (desirable). Professional fluency in Russian and Kyrgyz with excellent communication (both oral and written) skills; knowledge of English would be an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
