Context
For more than 30 years, IOM has leveraged its expertise in disaster risk reduction (DRR) to help communities anticipate, withstand, and recover from crises. Within its peace, recovery, and solutions portfolio, IOM seeks to prevent hazards from evolving into crises which trigger displacement, as well as to address underlying risk. In view of residual risk, IOM also works through its humanitarian preparedness and response portfolio to ensure timely and coordinated responses to new shocks, integrating DRR into planning and operations to safeguard essential services and reduce future exposure to hazards.

Guided by humanitarian principles and commitment to the centrality of protection, IOM will harness its operational, multisectoral expertise โ specifically emergency preparedness, response, disaster risk reduction โ and its presence, access, and proximity to communities to engage with authorities and local stakeholders to deliver timely, comprehensive, and people-centred responses that address needs at individual, community and systemic levels. Driving Solutions to Displacement - IOM reduces the risks and impacts of climate change,environmental degradation, conflict, and instability for communities affected by or at risk ofdisplacement. Where disasters and climate change are driving displacement and mobility, IOM will provide solutions for people who need to move, for people who are already on the move, and for people who want to stay.In this context, under the overall supervision of the ย Deputy Director, Humanitarian Response and Recovery (DHRR) department, the direct supervision of the Chief of the Preparedness and Humanitarian Response Division (PHRD) and the secondary supervision of the Chief of the Peace, Recovery and Solutions Division (PRSD), the DRR coordinator will (i) provide strategic and technical ย support to embed DRR across IOMโs preparedness and humanitarian operations, ensuring responses are risk-informed and future-proofed; and (ii) strengthen the integration of DRR within peace, recovery, and solutions programming to prevent hazards from evolving into crises and displacement, address underlying risk factors, and support pathways out of displacement toward long-term resilience. The role requires close collaboration with the Climate Action Division (CAD), the Migration and Displacement Data and Research Analytics Division (MDRD), and regional specialists, as well as sustained engagement with inter-agency DRR platforms and partners.
A. General Responsibilities
Serve as IOMโs ย technical focal point for disaster risk reduction (DRR), providing strategic and technical ย inputs to DRR policy and programming.Facilitate coordination amongย HQ divisions, regional offices, and country offices to contribute to fostering an institutional approach to DRR in ย alignment with IOMโs Migration Crisis Operational Framework (MCOF) and IOM's Strategic Plan.ย Participate in cross-functional management meetings, promoting cross-sectoral and integrated programming approaches, and contribute to the formulation of DRR-relevant policies, including the IOM Institutional Strategy on Migration, Environment and Climate Change lead by CAD.ย Participate in relevant inter-agency DRR and resilience platforms (including, but not limited to,ย the Capacity for Disaster Reduction Initiative, Words into Action, andย the UN Senior Leadership Group for DRR for Resilience), andย cultivate and ย strengthen relationships with key UN agencies, expert organizations, and stakeholders on DRR (e.g. UNDRR, WMO, UNDP, FAO, OCHA, IFRC).Develop and promote DRR tools, training, and knowledge products to strengthen IOM and partner capacities, and ensure lessons learned are captured and disseminated.Contribute to donor engagement and support the establishmentย and growth of donor relationships with core DRR focused entities and governments at IOM HQ level, in coordination with the Resource Mobilization Division, Private Sector Partnerships and other relevant internal stakeholders.Manage and supervise DRR staff as relevant, including contributing to annual workplans, priority-setting, and performance monitoring.B. Contribute to the integration of ย DRR into IOM emergency preparedness and response policies, programmes and operations to safeguard essential services and reduce future exposure to hazards.Support regional and country offices in designing and implementing DRR approaches tailored to humanitarian contexts, including through technical assistance and field missions.ย Promote and support the inclusion of smart, innovative and local disaster risks and adaptation practices in IOMโs sectoral response efforts (e.g. Shelter and Settlements, WASH,ย CCCM) inย ย a holistic manner.C. Functions under the Peace, Recovery and Solutions portfolio (secondary reporting line)
ย Contribute to the integration of ย DRR into IOMโs peace, recovery and solutions portfolio in order to prevent hazards from evolving into crises and displacement, address underlying risk factors, and support pathways out of displacement toward long-term resilience.Promote integrated approaches that link hazard risk reduction with governance, community stabilization, and peacebuilding measures to reduce displacement risks.ย Promote and facilitate the adaptation and use of IOMโs conflict sensitivity and analysis tools and community-based planning (CBP) methodology to ensure that risk reduction interventions are participatory, inclusive, and responsive to local governance and conflict dynamics.Support IOM HQ, Regional, and Country Offices to design and scale DRR programmes tailored to fragile and complex settings, positioning IOM at the forefront of fragility-sensitive risk reduction.Perform other duties as may be assigned.

Experience
Proven experience in strategic planning, coordination, resource mobilization and project management skills; excellent communication and negotiation skills; proficiency in data analysis and reporting; familiarity with humanitarian and development principles and standards;Knowledge and experience of different aspects of disaster risk reduction and climate change adaptation;ย Experience working at an international level with UN, international organization and non-government organizations in complex humanitarian operations including conflict and post-conflict contexts; and,Experience in programme coordination, project development and monitoring and evaluation.Skills
