Under the general supervision of the Preparedness and Response Unit Coordinator, Programme Manager (WASH) and the direct supervision of the National Project Officer (WASH) and in close coordination with the Head of sub-office, the incumbent will be responsible for the overall implementation of project intervention (water supply, sanitation and hygiene promotion) in the Metema area of responsibility (AOR), monitoring of activities, budget management, coordination, reporting and managing the field staff.

- Independently lead and coordinate the implementation of the WASH project; monitor implementation of the activitiesย to ensure work is proceeding according to established plans; analyse implementation difficulties andย make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.ย
- Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.
- Monitor budget expenditures; verify availability of funds and maintain a proper record of approved project budgets and their revisions.
- Coordinate and monitor the financial, administrative, and technical aspects of the project in line with IOM policies and donor requirements.
- Plan, coordinate and conduct capacity building workshops for relevant internal and external parties. ย
- Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.ย
- Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.ย
- Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.
- Supervise and provide guidance and training to reporting staff.ย
- Perform other related duties as assigned. Education
- Bachelor in civil engineering, Environmental Engineering, Water and Sanitation or a related field from an accredited academic institution with four year of relevant professional experience; or
- Diploma degree in the above fields with six years of relevant professional experience. Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย Experience
- Experience in the implementation of WASH activities in developing countries, preferable in countries facing humanitarian crises and in support of emergency responses; experience in the region is an advantage.
- Experience in the design and implementation of WASH infrastructure, including contract management
- Experience evidence in the design and implementation of WASH infrastructure, including contract management. Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
- Demonstrated ability for leadership in the context of partnership building and consensual decision making.
- Demonstrated team building and information management skills.
- Sound knowledge of water, sanitation and hygiene principles for humanitarian assistance, and other relevant training.
- Experienced in WASH infrastructure development in emergency context.
- Experience in working with Microsoft Office tools (Excel, Word, PowerPointย etc.) Languages
