Under the overall supervision of the Chief of Mission and the Programme Officer (NFI/Common Pipeline) and the direct supervision National Project Officer (Shelter)ย and in collaboration with fellow technical programme specialists, the incumbent will be instrumental in facilitating the effective implementation of the IOM SNFI Unitโs initiatives within the Dnipro, Kharkiv, Donetsk, Zaporizhia and Kirovograd regions.
The incumbent will be tasked with executing the following responsibilities:
1. Assist in the implementation and monitoring of project activities associated with the IOM SNFI portfolio, verifying that they are in line with the technical guidelines, standard operating procedures (SOP) and quality control plans.
2. Conduct field visits as necessary to assess and document damages and repair requirements in various locations, including but not limited to collective centers, social institutions, private residences, and infrastructure.
3. Examine existing available construction sites' technical passports, HLP related documentation, drawings, and estimated Develop Bills of Quantity (BoQs), and research new solutions to improve the response and reduce costs.ย
4. Support in drafting the BoQs, Scope of Works (SoW) or Terms of Reference (ToRs), and other necessary engineering documentation by gathering required technical information, inputting data into templates, and maintaining alignment with national legislation standards.
5. Assist the Procurement Unit in reviewing and preparing Requests for Proposals (RfPs) and other construction-related procurement documents by providing necessary technical information. Support the organization of bid documents, assist with the bid analysis process, and compile technical information to contribute to the evaluation of bids, maintaining alignment with procurement standards and supporting a transparent and fair tendering process.
6. Conduct regular monitoring visits to support quality control and document progress of works on-site.ย Assist in identifying and reporting any deviations from original designs and plans and help coordinate necessary corrections. ย Verify that changes are documented accurately and support the update of IOM systems in close coordination with the programme management and procurement unit, on-site actors technical staff (e.g., technical supervisors of architects).ย
7. Support administrative coordination of project implementation, involving liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
8. Contribute as requested to the reports by providing inputs and data (including weekly, monthly, interim and final project reports), in addition to submitting regular progress reports.
9. Perform such other duties as may be assigned.
Education High school diploma withย six years of professional work experience; or, Bachelorโs degree in Civil/Construction Engineering, Architect, Mechanical Engineering or Electrical Engineeringย or related fields from an accredited academic institution withย four years of relevant professional experienceExperience
Experience supporting shelter, building construction/repair management activities Experience in the field of construction engineering and contract management. Experience in supervising personnel and establishing a positive working environment. Experience in the implementation of civil design projects. Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations. ย Prior work experience with international humanitarian organizations, non-government or government institutions/organization. Skills Knowledge of field engineering, site supervision, and construction/finishing materials, is an advantage. Knowledge of humanitarian relief operations related to the Ukrainian context, especially in Shelter sector. Knowledge of applicable codes, policies, standards and best practices related to project.Knowledge of financial rules and regulations.
