IOM continues to provide Shelter and Non-Food Items (NFI) assistance in Ukraine. Under the overall supervision of the Chief of Mission and the Programme Officer (NFI/Common Pipeline), and the direct supervision of the National Project Officer (Shelter), and in close coordination with the Head of Field Offices and their areas of responsibility in northern region in Ukraine, as well as other technical programme specialists, the incumbent will support the implementation of IOM Ukraineโ€™s efforts to increase community resilience and cohesion.ย 

โ€‹The incumbent will be responsible for supporting repair and rehabilitation activities in coordination with relevant colleagues, partners, and municipalities. They will support the needs identification for shelters, social institutions, and collective centres regarding infrastructure repairs and refurbishment. Additionally, they will support the follow up on the work of implementing partners and assist in organizing shelter-related activities in various modalities at the community level.

1. In close coordination with the Project Officer (Roving) and the National Project Officer (Shelter), coordinate and support the implementation of the SNFI projects. ย Conduct regular site visits to verify progress against established plans, identify operational challenges, and recommend adjustments to modalities and schedules in coordination with relevant colleagues.

2.ย Contribute to the review and development of engineering documentation, including Bills of Quantity (BoQs), Scope of Work (SoW) or Terms of Reference (ToRs), and Work Variation Order (WVO), based on guidance from technical colleagues and in alignment with national legislation and IOM standards. Support the collection, organization, and consolidation of technical information necessary for the development of Requests for Proposals (RfPs) and other procurement documents and contribute to the review and technical evaluation of construction-related bids to promote a transparent and fair tendering process.

3. Contribute to the development of tools and documents that support the implementation of SNFI activities, adhering to programme objectives and donor requirements, including Standard Operating Procedures (SOPs), data collection and reporting templates, technical procedures, quality control tools, and information, communication, and education materials for field staff.

4. ย Contribute as requested to the reports by providing inputs and data (including weekly, monthly, interim and final project reports), in addition to submitting regular progress reports. Support the timely preparationย of briefing notes, presentations, info sheets, and status updates, verifying that all data are being reflected accurately and in compliance with IOM procedures and donor requirements.

5.ย Verify that programme trackers are up to date and reflect field activities correctly, keep track of work/distribution plans in coordination with field colleagues, and report potential gaps/delays in the implementation to the National Project Officer (Shelter).ย

6. Conduct regular field visits to monitor the implementation of construction activities, maintain compliance with safety measures and donor visibility requirements. Support quality control process by tracking work progress and reporting any deviations from original designs plans. Assist in coordinating changes to designs and plans in consultation with technical teams, verifying that adjustments are feasible and cost-effective.

7. Participate in key forums like cluster meetings and technical working groups, maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.

8. Verify that all project data and documents across area of responsibility are collected and consolidated in compliance with IOM policies and donor requirements. Maintain a systematic approach to archiving documents to facilitate easy retrieval when needed.

9. Support theย planning, coordination, and delivery of capacity-building and orientation sessions on the IOM rules and procedures for internal and external parties, including IOM field staff, consultants and contractors.

10.ย Perform such other duties as may be assigned.

Education

  • High School diploma with 7 years of professional work experience; or
  • Bachelorโ€™s degree in Civil Engineering, Architect or related field from an accredited academic institution, with 5 years of relevant professional experience;ย 
  • Certification of licensed professional engineer will be an advantage. ย  Experience
    • Experience supporting shelter and building construction/repair management activities;ย 
    • Experience supporting in the field of construction engineering and contract management;ย 
    • Experience in supervising personnel and establishing a positive working environment;ย 
    • Experience in the implementation of civil design projects;ย 
    • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;ย 
    • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. Skills
      • Knowledge of field engineering, site supervision, and construction/finishing materials, is an advantage;ย 
      • Knowledge of humanitarian relief operations related to the Ukrainian context, especially in Shelter sector;ย 
      • Knowledge of structural analysis and operating adequate software is an advantage. Also using of software such as AutoCAD and MS Project;ย 
      • Knowledge of applicable codes, policies, standards and best practices related to project;ย 
      • Knowledge of financial rules and regulations. Languages
