ย  Context

Under the overall supervision of the Programme Manager (Protection), and under the direct supervision of the Project Officer (Protection), the Senior Programme Associate (Protection)ย will oversee operations, administration, and support functions to facilitate the safe and dignified movement of migrants and refugees in line with IOMโ€™s AVR framework and standards, in coordination with relevant partners. They will also oversee migrant and community protection activities for crisis-affected individuals in Aden.

  1. Lead the Aden-based field team in implementing protection and movement-related activities, including VHR, NFI/snack distribution, awareness-raising, and protection monitoring, ensuring responses are timely, appropriate, and aligned with identified needs.
  2. ย Monitorย quality protection case management, adherence to SOPs and international standards, and timely response to protection needs including trafficking and other vulnerabilities.
  3. Manage and coordinate voluntary return and movement operations in compliance with IOM SOPs, including bookings, documentation, travel arrangements, and coordination with IOM units, missions, and authorities.
  4. Undertake regular field visits to assess implementation, provide technical support to teams, and identify challenges and corrective actions through structured field meetings.
  5. Coordinate with UN agencies, NGOs, embassies, diaspora communities, and government counterparts to ย maintainย effective protection and operational response, avoid duplication, and maintain stakeholder engagement.
  6. Assist the Programme Manager in organizing and following up on meetings related to the Mixed Migration Working Group and ECHO Consortium, including preparation of inputs, minutes, and action tracking.
  7. Design and deliver trainings for IOM staff and partners on protection principles, case management, trafficking identification, and operational procedures.
  8. ย Monitor and maintainย accurate, confidential, and timely data collection, entry (e.g., in MiMOSA), and analysis; compile activity reports, updates, and statistics for internal and external use.
  9. Provide Prepareย weekly updates and monthly narrative reports on activities, needs, challenges, and contextual developments, keeping senior management abreast of operations. ย 
  10. Maintain operational trackers and documentation related to HR, procurement, and finance; assist in organizing logistics for meetings, trainings, and events.
  11. Coordinate with relevant IOM units to to contribute to theย timely procurement and delivery of materials to field sites and monitor inventory as required.
  12. Facilitate the mainstreaming of gender considerations across activities and team practices for ย inclusive and equitable implementation and staff engagement.
  13. Carry out any other duties as requested. Education
    • High School diploma with six years of experience in humanitarian response or related field, orย 
    • University degree from an accredited academic institution preferably in migration studies, international relations, human rights or any other relevant field with four ย years of experience in humanitarian response or related field. Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย  Experience
      1. Experience in a conflict or post conflict setting;
      2. Experience in project implementation and management experience, including project monitoring and reporting an advantage;
      3. Experience in working with different stakeholders, such as UN agencies, local authorities, donors and other partners;
      4. Experience in operations,ย  administrative support roles;
      5. Experience in reporting and monitoring and evaluation. Skills
        1. In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and;
        2. Knowledge of UN and bilateral donor programming;
        3. Knowledge of IOM project ย reporting standards as per the IOM Project Handbook;
        4. Good drafting skills and ability to process complex information;
        5. Ability to work in a diverse and multilingual team.ย  Languages
