Context:
Under the overall supervision of the Chief Preparedness and Humanitarian Response Division (PHRD) and direct supervision of the Senior Emergency Preparedness and Response Officer, the Global Cluster Coordinator (Camp Coordination and Camp Management (CCCM)) will oversee the development, management and implementation of Global Camp Coordination and Camp Management (CCCM) initiatives. The successful candidate will be responsible and accountable in ensuring that IOM upholds its obligations as the CCCM Global Cluster Lead in situations of displacement and delivers timely and effective CCCM inter-agency response at country level. S/he will have an overriding duty to all partners within the Inter-Agency Standing Committee (IASC) cluster to represent the cluster as a whole. They will be responsible for the overall management of the IOM Global CCCM Team. The IOM Global CCCM Team functions both in support of the Global Cluster and of IOM CCCM Operations in Country Missions. S/he will ensure sound coordination between CCCM, United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and other Global Clusters and working groups to support joint collaboration and synergies.
Collaborate effectively with OCHA Inter-Cluster Coordination, Global United Nations High Commissioner for Refugees (UNHCR), CCCM Team, Global cluster leaders, CCCM cluster members/partners,ย DHRR colleagues and IOM field missions.Liaise and coordinate with CCCM Global Cluster co-lead (UNHCR) by managing the clusters day-to-day function, including development and implementation of the clusterโs priority work plan.ย Develop strategic CCCM approaches in order to promote country-level initiatives that alleviate the conditions of camp-based populations.Ensure effective performance of the CCCM Global Support Team that works towards the cohesion of the Cluster, its Global Governance structure, and organization of Global events.Identify ย needs and gaps on CCCM coordination and operations capacity at country mission level, and/or provision of remote and in-country support.Support advocacy and fundraising for Global CCCM capacity and new areas of development; both for maintaining Global support team in IOM and on behalf of cluster partners.Oversee project management team for CCCM projects.Identify needs and initiate the development, in coordination with other clusters and external partners, of CCCM standards, technical guidance and policy as required, including the CCCM Sphere Companion in coordination with both CCCM Global support teams (IOM and UNHCR).ย Work with the CCCM Clusterโs Strategic Advisory Group (SAG), and other governance bodies of the cluster, in identifying, developing and monitoring priority activities under the different work streams, in line with the clusterโs strategy.ย Ensure representation of the Global CCCM cluster co-lead in inter-agency fora โ including Interagency Standing Committee (IASC) groups, Global Cluster Coordination Group (GCCG), and other coordination platforms as required and in coordination with theย Senior Emergency Preparedness and Response Officer.Promote close interaction with global clusters related to camp-level service provision with the objective of facilitating assistance and the work of camp managers, including Protection Cluster, the Gender-Based Violence (GBV) Area of Responsibility (AoR) and the Child Protection AoR in mainstreaming activities. Explore possibilities to expand collaboration between the CCCM Cluster and other Global Clusters, including Shelter, Water Sanitation and Hygiene (WASH), Education, and Health, and lead the planning and implementation of joint initiatives.ย Initiate, plan and organise global and regional cluster events in collaboration with the global cluster co-lead and other key stakeholders; ยญ provide technical support to country-level events upon request.ย Promote and support GBV mainstreaming in Global CCCM Global Cluster activities.Promote increased participation of women in camp governance and camp decisions, through global and country-level initiatives.ย Identify, facilitate and support set up of sectorโs technical working groups, community of practice, and other such forums identified. Monitor progress and provide updates to cluster partners.ย Monitor existing country-level IOM-led CCCM sectoral coordination platforms, and support set up of new ones, acting as focal point in maintaining a dialogue with IOM field offices, donors, Global CCCM Cluster co-lead agency and partners on a regular basis to ensure relations remain strong and to address concerns. Provide technical support to on-going responses and operational activities whenever needed.Work with Shelter, WASH and Displacement Tracking Matrix (DTM) teams to ensure harmonised approach to implementing integrated programming at country level. Including contribution and support to development of tools and training materials.ย Initiate development, and implementation of knowledge management system between active CCCM sectoral platforms, Headquarters (HQs), Regional Officeโs (ROs) and Country Officeโs (COs), on relevant thematic areas, that includes collection of lessons learned, review and analysis; and ensure good communication channels amongst CCCM practitioners.ย Develop and roll out team management tools and approaches for the IOM Global Support CCCM Unit.Undertake duty travel as required.Perform such other duties as may be assigned.Education:
Masterโs degree in Humanitarian Affairs, Development Studies, Political Science, International Relations or a related field from an accredited academic institution with seven years of relevant professional experience; or,University degree in the above fields with nine years of relevant professional experience.Accredited Universities are those listed in theย UNESCO World Higher Education Database.
Experience:
Experience in CCCM Cluster Coordination, programme coordination and management, including operational experience in the field of CCCM, Shelter, Displacement Tracking Matrix (DTM) and other relevant areas.Skills:
Proven ability to maintain close relations with counterparts, including international organizations, government, donors, and other key stakeholders; and,Demonstrated technical expertise in relevant thematic areas particularly protection mainstreaming strategies, inter-cluster cluster coordination, inter-agency collaboration, and protection mainstreaming strategies.Languages:
IOMโs official languages are English, French, and Spanish.ย
For this position, fluency in English (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
