Context

The Budget Division of the Department of Financial and Administrative Management is responsible for preparing the Organizationโ€™s annual Programme and Budget and related documents, provides advice on budgetary matters and establishes guidelines and procedures for preparing Country Offices and project budgets. The Budget Division provides guidance for ensuring that all institutional requirements are incorporated in budgets and prepares the assessment scale used to calculate Member States contributions to the Administrative Part of the Budget. In addition, the Budget Division ensures that all costs are appropriately budgeted to meet the objectives of the Organizationโ€™s activities within the limits of available resources.

Under the overall supervision of the Chief, Budget Division, the direct supervision of the Results Based Budgeting Officer and working closely with other members in the Budget Division, theย Budget Officerย will be responsible and accountable for providing specialized support, assessment and advice in the preparation of the yearly Programme and Budget and other budget-related documents.

Assess the budget data and prepare budget related documents, including but not limited to the Annual Programme and Budget and its revision, and summary update by preparing the relevant tables and data assigned.Provide specialized advice and support to IOM Offices and HQ Departments on financial and administrative matters related to the institutional budget preparation.ย Review the budget submissions for IOM Offices and HQ Departments, as assigned, and coordinate with Project Managers and/or IOM Offices and HQ Departments, in the context of the Annual Programme and Budget preparation.Coordinate with relevant IOM Offices andย HQ Departmentsย to identify operational support income funding projections generated from various sources, specifically projects overhead, interest income, and other voluntary contributions by IOM Member states.ย Prepare the IOM assessment scale and draft corresponding documents.ย Support enhancements to the organizationโ€™s budgeting processes and tools and train staff in budget techniques with a view to strengthening capacities in relevant IOM Offices.ย Prepare and review staff cost estimates to facilitate submission of project proposals, where applicable, and undertake re-costing of staff costs for the purposes of the Annual Programme and Budget preparation. ย Act as Focal Point for the BUD tasks assigned, also as an alternate reviewer for tasks temporarily assigned in the absence of the primary BUD reviewer.Support the Chief, Budget Division and the Comptroller / Director Department of Financial and Administrative Management to respond to budget-related questions from IOM Offices and HQ Departments, as well as external stakeholders and Member State delegations.Contribute to the preparation, review and update of the budget related matters reflected in guidelines, instructions and/or standard operating procedures (SOP) in line with evolution in financial policies/practices and Governing Body resolutions/decisions.Perform such other duties as may be assigned.ย 

Education

Masterโ€™s degree in Finance, Economics, Business Administration or a related field from an accredited institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in theย UNESCO World Higher Education Database.

Experience

Management experience at the international level in financial management, budgeting, monitoring and in providing project management support;ย Experience in preparing and analyzing a wide range of financial documents, and/or reports; and,Substantial experience at international level in IOM/UN administrative and financial management, budget monitoring, cash management and internal control procedures; knowledge of IOM/UN financial and budget policies, procurement and HR procedures and rules; good understanding of the Organization's budget accountability vis-ร -vis the Governing Bodies; and,High level of computer literacy experience in computerized accounting systems and software.

Knowledge of IOM/UN Budget policies and practices; strong analytical skills, particularly in finance;Strong communication skills, ability to present information in a comprehensive, clear and concise manner both in writing and verbally;ย Strong analytical skills, particularly in finance, excellent writing skills, accompanied with ability to edit a range of different materials, including but not limited to instructions, guidelines and reports for different audiences;ย Knowledge of Enterprise Resource Planning (ERP) systems, software and procedures. Knowledge of Business Intelligence tools is a distinctive advantage;ย Knowledge and understanding of IOM/UN policies, rules, regulations and instructions on resource management;ย Excellent writing skills. Languages

For this position, fluency inย English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
