Context
The Protection Division (PXD) within IOM is responsible for specialized protection interventions that aim to address protection risks by preventing or responding to actual or potential violations of rights defined by relevant international instruments including migration, human rights, refugee, and international humanitarian law. PXD works to ensure the upholding, or restoration of the rights of individuals who are vulnerable to or at risk of violence, abuse, exploitation, discrimination, neglect, and deliberate deprivation. PXD also supports other IOM divisions and departments in protection mainstreaming.
PXD is the thematic home for inter alia, combating human trafficking, child protection, addressing gender-based violence (GBV); addressing xenophobia and racism; disability inclusion; housing, land, and property as well as return and reintegration. In partnership with IOM divisions and departments and external stakeholders, PXD responds to protection needs in both humanitarian and non-humanitarian settingsย through the following six programmatic pillars: data, research, and learning; training and capacity development; advocacy and communications; convening and dialogue; direct assistance; and thematic guidance.
The Cooperation on Migration and Partnerships to Achieve Sustainable Solutions (COMPASS)
programme, funded by the Government of the Netherlands, is a global initiative, in partnership
with 14 countries, aimed at strengthening migration governance, fostering multistakeholder cooperation, and providing services that facilitate safe, orderly, and regular migration. The 'COMPASS - Migration Partnership Funding' (MPF) programme is an add-on to the ongoing COMPASS partnership to enable the identification of demand-driven activities in 8 countries.ย
Under the overall supervision of the Senior Programme Manager (COMPASS) andย direct supervision of the Resources Management Officer (RMO) of COMPASS programme, ย in close collaboration with the COMPASS management team and the Heads of Units at of PXD at Headquarters (HQ), the Administrative and Finance Officer will be responsible and accountable for supporting, monitoring, reporting and coordinating all administrative, human resource, financial and budgetary functions of the COMPASS and COMPASS MPF programmes.
Contribute to the monitoring and overseeing the financial management activities of the COMPASS and COMPASS MPF Programmes including the oversight of financial expenditure, accountability and projectization of staff; and participate in the financial analysis of projects implemented by the Office as required.ย Provide technical support to ย implementing Country Offices for COMPASS and COMPASS MPF on matters related to IOM administrative issues and regulations with the view to increase their effectiveness and compliance; prepare for verifications, monitoring visits, audits and draft responses to auditors and donors.In coordination with the RMO, monitor the administrative and financial management for all activities of COMPASS, COMPASS MPF and projects relevant to the Protection Division.Monitor budget control processes and the financial status of the Programmesโ activities and inform and update the RMO and the Programme Coordinators accordingly. Review regular financial reports, identify bottlenecks and recommend action to resolve problems or correct errors, and highlight any unusual trends.Participate in the development of effective monitoring mechanisms and tools to facilitate analysis, oversight, accountability and senior management decision making.Draft forecasts, interim and final financial reports to donors and support the preparation of supporting documents in coordination with COMPASS and COMPASS MPF implementing Country Offices.Provide support to the RMO and the COMPASS Management team throughout the programmesโย cycle to facilitate compliance with IOM's policies and procedures, IOM financial and procurement regulations, accounting procedures, and donor regulations.Facilitate and support the recruitment and drafting of Post Descriptions for support staff under the COMPASS programmes at PXD HQ, in coordination with the supervisors, RMO and Relevant Departments in HQ.ย Closely coordinate with the relevant administrative, human resources, finance, and procurement logistics assistants of each of the COMPASS and COMPASS MPF implementing Country Office to facilitate adequate oversight, compliance and harmonized reporting.Facilitate the logistical and administrative support related to meetings and events organization.Attend coordination and governance meetings, provide updates andย support on financial and administrative matters relating to the COMPASS and COMPASS MPF programmes and relevant PXD Units.Perform such other duties as may be assigned.Education
Masterโs degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience.Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.Accredited Universities are those listed in theย UNESCO World Higher Education Database.
Experience
Experience in all areas of financial administration including financial management, accounting and budgeting of Global, Cross-Regional or Regional projectsExperience in human resources, procurement and logistics;Experience using an Enterprise Resource Planning system,ย Experience in emergency operations an advantage; and,Experience in monitoring and evaluation and / or audit an advantage.Skills
Languages
For this position, fluency inย English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
