Context:
The IOM Office of Internal Oversight is responsible for providing consolidated oversight services through internal audit, investigations, and evaluations.
The Central Evaluation Division (CED) within OIO aims to make IOM more effective by providing its decision-makers and stakeholders with evidence-based and independent assessments of results and achievements.
CED plans, commissions, manages and/or disseminates independent corporate, joint, and UN system-wide evaluations, and supports the Organizationโs decentralized evaluations, including through normative guidance, training, quality assurance, and technical assistance to ensure a standardized approach to evaluation across all levels of the Organization.ย
CED plays a crucial role in strengthening learning, accountability, and performance by contributing to strategic planning, decision-making, and organizational leadership through its evaluation work.
Under the direct supervision of theย Chief, Central Evaluation Division, theย Evaluationย Officer (Knowledge Management and Capacity Building), will collaborate with colleagues in OIO, CED, Regional Planning, Monitoring, and Evaluation Officers (RPMEOs), IOM Country Offices, and IOM Headquarters โ particularly with the Department of Information and Communications Technology (ICT) and the Department of Media and Communications (DMC) โ to provide technical support in strengthening the evaluation culture within IOM.ย
Core Functions / Responsibilities:
Develop, maintain, and improve evaluation knowledge management systems including the M&E portal, the Evaluation Webpage and Repository, IOM M&E Guidelines, Evaluation Dashboards, and Evaluator Rosters, including evaluation data in theย Project Implementation and Management Application (PRIMA).Manage the design and delivery of capacity-building initiatives, including virtual and in-person training, mentoring, and peer learning for IOM staff involved in decentralized evaluations.Regularly update and manage the IOM Evaluation Training Curriculum to reflect evolving practices and institutional needs.Provide guidance and quality assurance support to IOM staff on decentralized evaluations, including tools, templates, and technical backstopping.Oversee and coordinate the API integration of the evaluation repository to ensure consistent and accurate exposure of evaluation data to PRIMA, the UN Evaluation Group (UNEG) database, and other relevant systems, to ensure institutional coherence and accessibility.Support the use of evaluation knowledge through synthesis reports, lessons-learned briefs, and internal learning exchanges.Co-conduct and/or co-manage IOM centralized evaluations as per the CED biennial evaluation plan, including drafting terms of references (ToRs), requests for proposals (RFPs), inception reports, final evaluation reports, and other evaluation deliverables.ย Support the establishment of management response (MR) follow-up and provide regular reporting on the implementation of recommendations.ย Perform quality assurance of evaluation products, including terms of reference, inception reports, and draft evaluation reports, track evaluation recommendations, and maintain the IOM evaluations repository, including publishing evaluation reports and Management responses.ย Provide technical support for the e-information and communication initiatives, including PRIMA, e-Quality management system, and e-M&E Guidelines.Answer queries for evaluation reports that match specific areas of analysis, particularly in the framework of UN joint and synthesis evaluations.Collect data related to CEDโs annual activities and prepare the IOM annual evaluation report.Contribute to the development, update, and management of a platform for IOM decentralized evaluations yearly plans and follow-up on the finalization and publication of related evaluations.ย Perform such otherย relatedย duties asย mayย beย assigned.
Required Qualifications and Experience
Education:
Masterโs degree in International Relations, Law, Development Studies, International Affairs, Business Administration, Social Sciences, Information Technology or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.

Experience:
Good knowledge of evaluation design and practice in the UN system;Proven ability to multi-task, prioritize tasks, and work independently;Experience in developing, managing, and updating M&E E-Systems, alongside software quality assurance and in updating Drupal platforms;Experience in conducting and managing centralized evaluations within the UN System;Proven ability to provide technical support for e-information and communication systems to enhance evaluation processes; and,ย Experience in working with evaluation data and creating dashboards reports using Power Bi.
Skills:
