Project Context and Scope ย The \"Strengthening National and Community Resilience to Disaster and Displacement Risks in the Republic of Fiji\" project, active from 19 August 2022 to 28 February 2026, was initiated at the request of the Fiji Disaster Risk and Management Office (NDRMO). This initiative aims to enhance resilience against frequent disasters in Fiji. The NDRMO recognized the International Organization for Migration's (IOM) expertise in Camp Coordination and Camp Management (CCCM) and its experience in collaborating with national authorities and humanitarian partners to manage displacement effectively. KOICA approved the project to align with the National Disaster Risk Reduction Policy 2018โ2030, the UNISDR \"Disaster Risk Reduction in the Republic of Fiji Status Report 2019,\" and findings from lessons learned after TC Winston (2016) and TC Harold (2020). Key components include:
- Developing national evacuation centre management guidelines that focus on constructing purpose-built centres and enhancing community and government resilience through capacity-building.
- Addressing protection and gender-based violence (GBV) in crises by tackling gender inequality and power imbalances.
- Monitoring and analysing the needs of displaced populations.
The projectโs overall objective is to strengthen national and community resilience to disaster and displacement risks through a participatory approach involving communities, government authorities, and first responders. By focusing on resilience, the project aims to enhance the preparedness and capacity of communities and families, ultimately breaking the cycle of recurrent displacement.ย

Tasks to be performed under this contractย Category B Consultants:ย Tangible and measurable outputs of the work assignment.ย The consultant hired to deliver a report on a three-instalment payment basis: - First deliverables:ย Submission and approval of the inception report. Delivered by email by: December 30th, 2025.
- Second deliverables: Submission of the first draft of the evaluation. Delivered by email by: February 14, 2026.
Final deliverables: ย Approval of the final evaluation brief and the partially completed of the management response matrix.ย Deliverable by email by February 28th, 2026.Performance indicators for the evaluation of resultsย Deliverables are to be provided by email to the Humanitarian Programme Manager, including brief written summaries of deliberations. Monitoring day-to-day support tasks will be managed and evaluated over email and formal discussions based upon the above responsibilities.ย ย The responsibilities listed above are expected to be carried out over the course of 48 days. Any deviation 48 days in the achievement of these tasks will be mutually agreed over discussion and email. Total workload will be monitored by the Humanitarian Programme Manager, and timeline for the delivery of these tasks may be adjusted based on mutual agreement and approval of the IOM Fiji Mission, in line with its policies and procedures.ย Education

Demonstrated experience in carrying out similar evaluation assignments for projects related to disaster and displacement, community resilience, displacement protection, human rights, and gender is requiredย Demonstrated capacity to coordinate with and secure key informants (including government actors, civil society actors, NGOs, and target communities and their families) for data collection is required.ย ย Having work experience in the Pacific, specifically in Fiji, is considered an asset.ย ย Skills
