Result of ServiceSupport implementation of the UNEP-EC project entitled โ€œBest practices in the design and implementation of Palestinian environment and climate prioritiesโ€ Work LocationRamallah, Palestine Expected duration3 months Duties and ResponsibilitiesThe United Nations Environment Program (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Minimizing environmental threats to human well-being from the environmental causes and consequences of conflicts and disasters has been a key priority for UNEP since 1999 when the Disasters and Conflicts Branch was established to deliver high-quality environmental expertise to national governments and partners in the UN family as part of crisis response and recovery. The Branch has a strong track record of partnering with a broad range of actors and organizations โ€“ both within and outside the UN system โ€“ to develop, test and disseminate innovative approaches to complex multidimensional environmental problems. UNEP, supported by funding from the European Commission, is working to advance environmental status in Palestine. This includes work with Palestinian government entities with environmental responsibilities (including but not limited to the Environmental Quality Authority, Palestinian Water Authority, Ministry of Agriculture, Ministry of Planning). The work also extends into a regional sphere, particularly around shared environmental challenges where cooperation can enhance institutional capacity and climate adaptation. UNEP Disasters and Conflicts Branch currently seeks a local consultant to support this work during August 2025 to February 2026, especially around maintaining and enhancing in-person dialogue with policy communities in Palestine in the development and implementation of capacity building and assessment work. Under the supervision of Senior Programme Management Officer of ESU who is responsible for the overall delivery of the project, the consultant will perform and be responsible of the following tasks: i. Convening meetings with EQA and other stakeholders to discuss progress towards identified goals, and to support coordination to progress those goals; - Convening regular meetings with Palestinian and international partners, to discuss progress towards identified project goals and support coordination of work, including as appropriate drafting of project documents and materials. Provide regular updates with the Senior Program Manager responsible for the delivery of the project. Outputs will include minutes of meetings circulated to those attending and the Senior Program Manager, as well as other written documents relating to project delivery; ii. Support EQA and other ministries, in conjunction with UN, European and other international partners, to support development of data and information management tools; - Support the development of data and other information management tools. This work will involve regular meetings with technical and data experts in the EQA, other entities within the PA, and international stakeholders including the European Commission and EC-sponsored projects; iii. Support engagement with partners and processes around environmental impact of conflict, including in relation to recovery and reconstruction planning; - Support research connected to the impact of the ongoing conflict in Palestine on its environment, including identification of science-based data on environmental issues including relating to biodiversity, water, land, climate resilience, debris and waste and pollution, and supporting the drafting of materials on impact of the conflict, implications for environmental recovery; iv. Support regional transboundary engagement on environmental risks and climate resilience. - Support ongoing work on regional transboundary engagement on environmental risk and climate resilience, through work contributing to convening of Palestinian stakeholders with regional partners, and analytical support and transferable lessons. Qualifications/special skillsโ€ข An advanced university (Master's) degree in engineering, environmental science, climate change; geography, natural resource management; is required. Other relevant academic fields may be considered if complemented by substantial experience in management of environment and natural resources. โ€ข At least five (5) years experience in working with government and other stakeholders in the Environmental affairs and/or political economy, development studies or related areas. โ€ข Prior experience in assessing and integrating climate and environmental dimensions is required, and applied within conflict settings is desired. โ€ข Experience in environment and related areas within Palestine. โ€ข Experience in delivering written outputs for government, and intergovernmental audiences. โ€ข Prior experience with and understanding of the UN system and other multilateral actors including International Financial Institutions is desired. โ€ข Familiarity with the Eastern Mediterranean and West Asia region or countries within that region would be an advantage. Languagesโ€ข English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in both English and Arabic, including the ability to draft/edit a broad range of written reports, presentations and communications materials, and communicate complex ideas and concepts in a clear and concise manner, is required.
