Org. Setting and ReportingThe post is located in the Water Unit of the Transboundary Cooperation Section of the Environment Division in the United Nations Economic Commission for Europe, based in Geneva, Switzerland. The incumbent will support the activities under the Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention). The broad aim of UNECE's environment activities is to safeguard the environment and human health, and to promote sustainable development in line with the 2030 Agenda. This position is temporarily available for an initial period of six (6) months with possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. ResponsibilitiesUnder the general supervision of the P5, Chief, Transboundary Cooperation Section, and the direct supervision of the P4, Secretary to the Water Convention, the incumbent will be responsible for managing the activities on promoting an integrated and intersectoral approach to water management under the Water Convention, with an emphasis on supporting intersectoral dialogues and assessments as well as identification of solutions and investments through the application of the water-food-energy-ecosystems nexus approach. Economic or sector analysis โ€ข Drafts specified inputs for briefing notes, background documents, technical papers and analytical studies on transboundary water cooperation and the water-food-energy-ecosystems nexus. โ€ข Attends international, regional, and national meetings related to the water-food-energy ecosystems nexus. โ€ข Prepares speeches and other inputs for presentations by senior staff and members of the Water Convention Bureau. Intergovernmental support โ€ข Prepares documents and other inputs for meetings of intergovernmental bodies in particular the Task Force on the Water-Food-Energy-Ecosystems Nexus. โ€ข Follows intergovernmental meetings and prepares reports. โ€ข Facilitates and supports regular communication with the national focal points as well as with relevant partners. โ€ข Initiates and supports contacts and cooperation activities and develops partnerships with international financial institutions in the areas of transboundary water cooperation, application of the nexus approach, funding and financing of water cooperation and basin development. Technical cooperation โ€ข Coordinates the project โ€œStrengthening transboundary water cooperation through joint monitoring and assessment and coordinated environmental actionโ€. โ€ข Contributes to the implementation of the project โ€œCross-sectoral cooperation in transboundary basins in the Western Balkansโ€ especially to the activities of the nexus component. โ€ข Supports organization and participates in workshops on accession to the Water Convention and related activities in Latin America and the Caribbean region. โ€ข Organizes regional events and provides inputs to regional processes relevant for transboundary water cooperation in Latin America and the Caribbean region. โ€ข Provides advice to countries of Latin America and the Caribbean region on issues of transboundary cooperation and the Water Convention. โ€ข Undertakes travels to the Latin America and the Caribbean region as required. โ€ข Supports implementation of technical cooperation programmes and projects on the waterfood- energy-ecosystems nexus, in particular the project \"Regional mechanisms for the lowcarbon, climate-resilient transformation of the energy-water-land nexus in Central Asia\". โ€ข Develops proposals for project activities to support intersectoral dialogues and assessments through the application of the nexus approach. โ€ข Supports the development and maintenance of the Water Convention website. Work ExperienceA minimum of five years of progressively responsible experience in management of water, environment or water-using sectors and water-/environment-related policy formulation is required. A minimum of one year of experience with servicing intergovernmental processes in connection with global or regional environmental legal instruments is required. Experience in supporting technical cooperation projects on intersectoral cooperation, the application of the nexus approach or in nexus-related research is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat, and Russian is a working language of ECE. For the position advertised, fluency in English and Spanish is required.
