Project Context and Scope
Central Asia is recognized for its substantial labour migration within the region due to its local employment opportunities and historically low wages.ย This mobility is critical to its economic as it provides employment opportunities, decreasing pressure on local labour markets that are not able to absorb new entrants and contributes to poverty reduction through remittances. However, mobility in the region is characterized by high levels of informality, with workers frequently finding employment through social networks rather than through formal channels, with negative consequences for migrants. While labour migration remittances have contributed significantly to poverty reduction in central Asia, low levels of financial inclusion and limited financial literacy limit the potential value of remittances to promote sustainable development and livelihood planning for migrants and their families.ย ย ย
The Mobility Tracking Matrix (MTM) is implemented to track migration trends in Tajikistan. The MTM in Tajikistan is implemented on the frame of โRegional Evidence for Migration Analysis and Policy (REMAP)โ project, funded by the European Union and โLabour Migration Programme โ Central Asiaโ project, funded by the Swiss Agency for Development and Cooperation (SDC). The overall objective of the REMAP project is to increase the effectiveness of humanitarian and development efforts on migration and displacement in Afghanistan, Bangladesh, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan. The regional project regional project Phase I โLabour Migration Programme โ Central Asiaโ, funded by SDC aims to contribute to enhancing labour migration governance to better respond to employer and labour market needs while ensuring protection of migrant workers and enhancing development impacts in both countries of origin and destination.ย
MTM is adapted to the context in Tajikistan based on IOMโs Global Displacement Tracking Matrix (DTM) methodology. MTM is a system that tracks and monitors displacement and population mobility. It is designed to regularly and systematically capture, process and disseminate information to provide a better understanding of the movements and evolving needs of various mobile populations, whether on site or en route. Quantitative data is collected on a regular basis every quarter throughout the country.ย
Collection of critical multi-layered information on the mobility, socio economic situation of migrants will improve understanding of the migration dynamics, drivers, modalities and vulnerabilities of migrants in Tajikistan. Collected baseline and field survey information will be utilized to inform government counterparts and stakeholders.
Organizational Department / Unit to which the Consultant is contributing ย Mobility Tracking Matrix (MTM) Tasks to be performed under this contract
1. Conduct Individual interviews (IIs):
- Conduct Individual (face to face) interviews (IIs) with migrants traveling abroad and returning to Tajikistan.
- Conduct observations while conducting interviews.ย
2. Ensure compliance with IOM guidelines and code of conduct during data collection:
a) Individual interviews (IIs) shall be conducted in the interviewersโ native language to the extent possible.
b) Individual interviews (IIs) are expected to ensure confidentiality and security of data compliance with IOM principles and guidelines.
c) Participate in enumerators training before data collection to ensure the understanding of methodologyย and questionnaire and get familiarized with the IOM principles and guidelines.ย
d)ย Respect the privacy and rights of the individuals being surveyed, ensuring informed consent.
3. Other tasks:
a) Coordinate with field supervisors and team leaders to plan the daily schedule for data collection.
b) Ensure all necessary equipment (tablets, phones, paper forms, etc.) and resources are prepared before the field visit.
c) Ensure respectful and professional interaction.
d) Ensure the accuracy and completeness of the collected data.
e) Keep detailed records of daily activities and completed interviews.
f) Assist in documenting challenges or issues encountered in the field.
g) Submit completed survey forms into KOBO and ensure that data is correctly uploaded or delivered to the data management team.
ย Performance indicators for the evaluation of results- Daily reports to the MTM team on the number of interviews collected and uploaded into KOBO system.
- Final narrative and transportation reports approved by IOM.
- Compliance with IOM Data Protection Principles.

- Minimum high school or diploma โ completed university degree is an advantage.
- Other formal education relevant for the assignment. Experience
- At least 2 years of experience in conducting community and household assessments and survey.
- Experience in working with international organizations and UN agencies is an advantage.
