Output 2: Toolkit for BSOs (10 October 2025) Compiled toolkit in a single deliverable including templates such as intake forms, tracking sheets, coaching protocols, etc., user guide. One recorded demo of the toolkit material. The toolkit will feature inclusivity tools, investor-readiness templates, and a good practice guideline on facilitating inclusive markets and cooperative action. Output 3: Delivery of ToT (30 October 2025) ToT agenda(s) and session outlines for each round, attendance sheets, short delivery report (summary of content delivered, participants, feedback, and lessons learned). Output 4: Pilots of ToT Service Package (1 December 2025) Delivery plan detailing the format (3 group sessions or 6 individual sessions), schedule, and targeted entrepreneurs. Summary sheet of advisory sessions delivered (number, topic, format, participants). Pilots will showcase how inclusive BSO service provision, access to financial inclusion tools, and cooperative market facilitation can be operationalized in the Turkana context. Work Locationhome-based in Kenya Expected duration01.09.25 - 15.12.25 Duties and ResponsibilitiesThe International Trade Centre (ITC) supports people affected by displacement through a unique trade-led, market-based approach that harnesses their productive potential and builds market connections for the benefit of refugees and local communities to enhance shared growth. It is implemented by the Office for Africa (OA) within Division of Country Programmes (DCP) and Refugees and Trade programme which is housed in the Section for Women, Youth and Vulnerable Communities (WVYC) of the Division of Sustainable and Inclusive Trade (DSIT). Through the refugees and trade programme, ITC envisages supporting at least 20,000 individuals affected by displacement-related vulnerabilities by 2025 with a focus on (international) trade as an engine of income generation, job creation, and a source of positive spillover effects. In the context of this work, ITC partners with Korea International Cooperation Agency (KOICA) to implement a project titled โPromoting sustainable socio-economic development and creating market-based livelihood opportunities for refugees and host communitiesโ in Kenya during 2023-2027. The projectโs goal is to enhance the employability and competitiveness of social MSMEs in refugee settings and host communities in Turkana. It specifically aims to improve the livelihood and self-reliance of refugees and host communities through the following objectives: โข Output 1: Technical skills of refugees and host communities are developed in selected value chains โข Output 2: Social entrepreneurship, business development capacities and market access of project beneficiaries are strengthened โข Output 3: Institutional capacity to promote inclusive economic opportunities for refugees and host communities is improved This consultancy directly contributes to Output 3. DESCRIPTION OF DUTIES/RESPONSIBILITIES Under the supervision of the Institutions and Ecosystems Programme Officer and in close collaboration with the ITC National Coordinator, the consultant will: 1. Strengthen BSO Capacity to Deliver Post-Early Stage Startup Services 1.1 Develop advanced entrepreneurship support training modules (4 modules in total) tailored to BSOs and adapted to the Turkana context and the realities of post-early stage startups. Modules should cover financial management (including record-keeping, cash flow management), product improvement and business planning, sales and customer retention, and improving access to markets and buyers. Additional emphasis will be placed on financial inclusion strategies, including blended financial models proven in similar displacement-affected settings, investment readiness, and digital financial tools for micro and small entrepreneurs. 1.2 Provide a toolkit of practical tools and templates for BSOs to institutionalize these services within their organizationโsuch as intake forms, client tracking sheets, coaching protocols, and follow-up templates. The toolkit will also include inclusive client-mapping tools, gender- and refugee-sensitive service design checklists, and templates for collective action initiatives such as cooperatives and savings groups. 1.3 Support BSOs to implement the training content directly through personalized advisory clinics offered to entrepreneursโeither through: minimum 6 individual sessions per entrepreneur, or minimum 3 group sessions, depending on the BSOโs capacity and client preferences.These clinics will serve both as a delivery mechanism for the ToT modules and as a testing and refinement process for BSO support services. Assist with preparation, delivery, and documentation. Gather structured feedback from both BSOs and entrepreneurs to refine and strengthen the approach for long-term adoption. Advisory clinics will deliberately engage a mix of refugee and host community entrepreneurs to foster inclusive service delivery. 1.4 Document pilot outcomes and collect feedback from BSOs and entrepreneurs after each clinic round to evaluate effectiveness, refine the training modules, and strengthen the service model for long-term adoption and potential scale-up.
