JOB TITLE : Engineer/ Architect
TYPE OF CONTRAT: Consultant

DURATION :12 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
This position will be within the Management Services Unit, WFP Haiti Country Office (HTCO) and requires the engagement of a competent civil engineer or architect. The position will be based in Port-au-Prence, Haiti with travel to field locations. The main tasks required of the position include engineering design and review; engineering project management; construction procurement processes; contract management for construction activities, public Procurement Contracting in a UN Environment and technical support to WFPโs operations in Haiti.
The Engineer/Architect shall be able to demonstrate a strong competence with progressively responsible roles in one or more of the following engineering technologies: competence in concrete, steel and seismic design/construction, planning and programming engineering activities including community-based interventions.
The Engineer should have experience as a Team Lead in design/construction, contract management, including knowledge and experience of international construction contract i.e. FIDIC or similar construction contract formats.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the Head of Management Services Unit, the Engineer/Architect will manage the Engineering team and direct areas related to engineering activities, projects and programme in support of HTCO operations.
In addition, in adherence to the directive โRM2015/004โ that regulates all engineering services and construction activities in WFP operations, the Engineer/Architect shall:
Engineering duties (not exhaustive)
- Provide advice and support to HTCO units on a range of engineering services, facility management and construction activities including the implementation of WFP policies, standards, norms and practices to ensure that outputs meet the established quality standards.
- Manage and conduct analysis of project proposals to ensure business case and technical feasibility and that project objectives are attainable within the prescribed resources and timelines.
- Undertake preliminary and/or detailed designs requiring a detailed knowledge of the international standards and codes.
- Participate in design review (reading, interpreting and critique/comment on technical drawings, schematics, and computer-generated reports) and giving advice and recommendation.
- Provide technical support for Facilities Management services (efficiencies, furniture, technical design, etc.) in consultation with other units ensuring WFP space standards, environmental efficiency, and cost-effectiveness.
- Develop project budget or preliminary and detailed costs estimations to implement civil, structural, electrical, mechanical systems within the projects (including feasibility studies, project schedules, or bids). Work-time estimates could be also required.
- Prepare and assemble construction contract documentations.
- Support the Engineering team with the preparation of Scope of Works, tender packages, tender evaluation, contracting and reporting.
- Undertake missions to the field in support of projects including emergency responses.
- Attend meetings, prepare and review reports, minutes and correspondence.
- Liaise with stakeholders, both internal and external to the organization.
- Undertake administrative tasks as required, and provide project management services where and when requested.
- Provide guidance and direction to design consultants and contractors.
- Supervise construction works, programming and co-ordination of project teams.
- Review and evaluation of planned and 'in progress' construction projects.
- Establishment and maintenance of project performance monitoring, evaluation and reporting procedures, up to project completion.
- Support the procurement unit in contractual matters (not limited to performance bonds, insurances, claims, advance payment guarantees etc.);
- Prepare and manage cash flow programmes.
- Assist with the interpretation of the contract documents. Explain and or reconcile any ambiguities and or discrepancies in the contract documents and apply the various provisions of the contract documents.
- Assurance of the quality of the works during design and construction.
- Operate computer-assisted engineering and design software and equipment to perform engineering tasks.
- Undertake any other duties as assigned by the supervisor.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Civil Engineering, Architecture, Construction Management or equivalent.
Hold professional license as โProfessional Engineerโ, โChartered Engineerโ, or recognised equivalent by an appropriate national or international regulatory authority (Not necessary but an advantage)
Experience:
- 10 years of relevant civil engineering experience at increasing levels of responsibilities in various contexts.
- Experience in Health and Safety and Quality Control.
- Experience of working within the Humanitarian Community and in deep field conditions with limited infrastructure is required.
Knowledge & Skills:
- Good communication and leadership skills.
- Knowledge and/or experience in engineering design
- Detailed knowledge of construction contract formats and contract management obligations.
- Good knowledge of public procurement procedures; international contract formats and construction management procedures.
Languages:
- Professional fluency (level C) of English.
- Knowledge of additional UN languages in particular French is an additional advantage.
