The Emergency WASH โ€“ Gender Advisor provides specialized support to CARE emergency WASH programs, with a focus on the particular needs and vulnerabilities of women, men, girls and boys.

The role is responsible for ensuring a quality, gender-sensitive approach to CAREโ€™s emergency WASH programming by:
Deploying to emergency response locations to assess, design and implement emergency WASH programs which are acknowledged as sector-leading in respect to the different needs of women, men, girls and boys, and other vulnerable groups;

Providing remote support to CARE offices on WASH and gender issues;
Representing CAREโ€™s emergency WASH team in gender networks (internal and external);
Developing strategic partnerships and identifying funding opportunities;
Guiding learning and evaluation of CAREโ€™s gender issues within WASH programming, documenting evidence and practice; enhancing CAREโ€™s WASH and Gender tools; and contributing to CAREโ€™s overall humanitarian policies and strategies.

Responsibilities:

Provide technical support on Emergency WASH and Gender Ensure that country offices and CARE members receive technical assistance in the emergency WASH sector in order that all CARE interventions meet established quality criteria Deploy as necessary to provide technical assistance in country (for up to 60% of the time, sometimes at short notice for periods of up to 8 weeks at a time) Provide timely, high quality, proactive remote support to support WASH program design, implementation and evaluation, with a strong gender and inclusion lens. Research, learning and development Provide advice and leadership on Emergency WASH and Gender research, learning and development Represent CARE Emergency WASH team in relevant inter agency networks on innovation and research Documentation and dissemination of best practice and lessons learnt on gender and WASH through case studies, blogs, websites, annual report etc. and at sector events. Capacity building - Capacity building of CARE country teams on gender and WASH, including development, piloting and dissemination of gender and WASH training materials. Representation Represent CARE emergency WASH team in internal and external networks on gender and as necessary other elements of WASH.

Qualifications:

University degree in a subject related to WASH (engineering, public health, community development) or Gender, or equivalent combination of education and work experience. At least five years overseas experience in emergency response Demonstrated ability to design and manage appropriate emergency WASH programs Proven experience of, and a passion for, gender in emergencies especially gender mainstreaming including gender assessment, implementation of specific gender equality programming, monitoring and evaluation, and an understanding of gender-based violence in the context of emergencies and WASH. Understanding of research, innovation and learning methodologies in the emergency WASH sector, and a proven track record of supporting the planning, implementation, evaluation, documentation and presentation of field-based applied WASH research Excellent representation and negotiation skills with stakeholders including donors, the WASH Cluster, gender specialist networks, the UN and other INGOs Demonstrated high level of communication and interpersonal skills including the ability to create and foster collaborative and productive relationships with internal clients and external organizations Proven leadership ability and personal attributes of a high order including, strong initiative and drive and, a record of innovation and achievement, and influencing skills Demonstrated ability to respond effectively to challenges, with the ability to work independently in a geographically dispersed team as well as to work effectively in a small, diverse and busy team environment, occasionally in difficult circumstances with poor living conditions.
