The Emergency Response Technical Assistant is responsible for providing quality support to emergency response pertinent to NRC Kadugli programs, ensuring that distribution processes are in accordance with NRC and donorโ€™s guidelines and procedures.ย  This includes preparation and management of distributions processes liaising with programs and logistic department, and other stakeholders i.e. partner organization, community leaders. He/she needs to be ready to be deployed in any of the NRC areas of operation with short notice, to support NRCโ€™s emergency responses.

Generic responsibilities

Ensure adherence to NRC policies, tools, handbooks, and guidelines Implement Rapid Response Mechanism (RRM) project portfolio according to Action Planย  Ensure emergency response related documents are well recorded and archived. Assist with the logistics and procurement activities related to emergency response and ensure that they are conducted in accordance with NRCโ€™s logistics handbook.ย  Support LOGs Department on stock maintenance and warehouse tracker updates. Support Emergency officer in preparation for distributions and liaising with community leaders, volunteers, partners and beneficiaries. Promote rights of conflict on disaster-affected people and ensure mainstreaming of protection concerns in all emergency response activities. Liaise and collaborate with relevant local authorities, community leaders and other key stakeholders at field level.

Specific responsibilitiesย 

Conduct/participate inย multi-sector assessments through Key Informant Interviews, Focus Group Discussions, and meetings with key stakeholders and collate information into assessment reports for each undertaken.ย  Attend to all distribution activities, maintain record off and distribute vouchers, tokens etc. Managing volunteers at site, organizing them into necessary roles, managing the crowd and ensuring necessary information flows between all parties. Ensuring distributions are calm and efficient and that any disputes are avoided/ resolved. Ensuring all administrative tasks are complete i.e. beneficiary/ registration lists, entering data into excel. Responsible for coordination with MEL for Post Distribution monitoring (PDM) surveys In case of emergency, be prepared to contribute to the delivery of an appropriate and timely response. Closely monitor events in the humanitarian issues, to advise and workย on program activities and approaches, when necessary. Conduct regular reviews with the Emergency Officers of progress against indicators, lessons learned, and challenges encountered, in order to ensure the achievement of performance targets and adherence to technical standards, best practices and donor guidelines. Ensuring that all relevant stakeholders have information about the organizationโ€™s background, program, objectives, working areas, duration of programs and activities in the field. Perform ad hoc duties assigned by line supervisor.

Generic professional competencies:ย 

Bachelorโ€™s degree in social sciences, environmental engineering, water resources engineering or economy. Minimum 1 year of experience working in programme.ย  Experience in cash and voucher-based programming is an added advantage. Proven experience from working as a Project Assistant in a humanitarian/emergency context. Previous experience working in emergency projects in complex and volatile contexts. Documented results related to the positionโ€™s responsibilities. Good working knowledge of English.ย 

Context/ Specific skills, knowledge and experience:ย 

Knowledge of the local context and local dynamics of the Kordofan is an advantage. Political and cultural awareness and experience of working where insecurity is a major issue. Strong organizational skills and ability to manage multiple tasks simultaneously.ย โ€Žย  Ability to work independently and creatively.ย โ€Ž Good computer skills including good knowledge of MS Word and MS Excel.ย  Solid field experience, preferably from refugee/IDP programs. Proven communication and interpersonal skills. Experience working in emergencies.
