What we are looking for:

The Emergency Response Manager (ERM) will oversee the overall country emergency response programme. The ERM will contribute to coordination, quality response, management, and reporting of activities under NRCโ€™s ECHO-funded Rapid Response Mechanism (RRM) at the country level. The ERM will support and provide technical supervision of emergency response teams in the field to respond to rapid onset crises related to conflict displacement and natural disasters, coordinating all emergency preparedness plans, minimum prepared actions (MPAs), and supervise emergency activities across NRCโ€™s geographical spread in Sudan. This will include pre-planning, assessment, coordination, leadership and overseeing emergency responses, in collaboration with Area Managers, Emergency Coordinators (Khartoum and Area offices), Head of Programme, and relevant programme and support departments, including safety and security and cash and market-based programming.ย 

The Emergency Response Manager will also act as the focal point for a forthcoming ECHO-funded Rapid Response Mechanism(RRM) consortium, primarily supporting with representation, providing technical backstop, facilitating harmonisation of approaches and methodologies across all consortium partners and supporting with start-upsWhat you will do:

Generic responsibilities

  1. Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines;
  2. Overall oversight, strategic development, and operational management of emergency response interventions across the Country Office;
  3. Development of robust emergency set-ups based on appropriate needs analysis with an integrated programme approach;
  4. Development of emergency response strategies and technical SOPs/guidelines;

    Specific responsibilitiesย 

    1. Programme Development:ย 
    2. Provide and collate regular data on context analysis, early warning/ risk monitoring, trigger indicators, and minimum preparedness actions;
  5. Ensure availability of up-to-date needs assessment (both target geographical locations and population group) and verification of available UNOCHA, Emergency Response Plan (ERM), and IOM/ UNHCR data to inform assessment and response design as well as implementation plan;

  6. Responsible for an up-to-date emergency preparedness plan , reviewing of minimum preparedness actions on a regular basis in consultation with the Head of Programme, Area Managers, the Country Management Group (CMG), and relevant core competency staff;
Responsible for the development, tracking, and monitoring the completion of minimum preparedness actions (MPA), operation capacity assessment and providing regular updates to CMG;

Programme Management:ย 

Overall responsibility for effective and efficient coordination of the emergency preparedness and response projects consistent with the project management cycle (including reporting to the desired quality and standard); Overall budget management for RRM projects/portfolio implemented and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied;

Logistics, Finance, and Human Resource Management:

Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the Emergency Response programming; Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues;ย 

Coordination and Representation:ย 

Liaise and coordinate with UN and I/NGO partners, local authorities, and beneficiaries in planning and response to emergencies, preparedness, and contextual understanding of areas of operations; Represent the RRM Consortium to external stakeholders - donors, government, coordination bodies, and local and international NGOs. Include the Steering Committee and other consortium staff in representation as much as possible and as appropriate. Network with relevant actors to help achieve consortium objectives;

Generic professional competencies:ย 

At least four years in a humanitarian programming environment, including three yearsโ€™ experience in a senior level project management position; Previous working experience in implementing emergency programme cycle in complex, fragile, and volatile contexts; Knowledge and skills in cash-based programming and market analysis; Emergency Response expertise, including Rapid Response Mechanisms (RRM) or Emergency Response Mechanisms (ERM);ย  Technical expertise in one of NRCโ€™s Core Competencies (cash, Shelter/NFI, WASH, LFS, Camp Management), is added advantage;ย  Documented results related to the positionโ€™s responsibilities;ย  Fluency in English, both written and verbal; Computer literacy in Microsoft Office, including strong skills in Excel.

Context/ Specific skills, knowledge and experience:ย 

Knowledge of the context in Sudan; Arabic language skills is an advantage; Experience working with/ in consortium start-ups and/or management;ย  Experience in needs assessment, project monitoring and evaluation, and programme development; Strong leadership skills and a supportive management style; Experience of a flexible approach to managing and prioritising a high and diverse workload; Proven ability to work effectively across cultures, in sensitive environments and with stakeholders at all levels.
