The Education Project Coordinator will support NRCโ€™s Education programme in Libya, focusing on Benghazi and surrounding areas. The role contributes to NRCโ€™s response to educational and capacity-building needs of school-aged children and youth, particularly in displacement-affected communities. The coordinator ensures high-quality programme delivery, partner engagement, staff capacity building, and adherence to NRC standards and donor requirements.

Roles and responsibilities

The Education Project Coordinator is responsible for supporting the implementation of NRCโ€™s Education portfolio in Libya. This includes programme planning, partner coordination, staff recruitment and supervision, monitoring and reporting, and ensuring quality and timely delivery of activities.

As part of NRCโ€™s Area Office team, the role works closely with other programme and support units, as well as local partners, authorities, and communities, to ensure effective programme delivery and integration.

Generic Responsibilities

Adhere to NRC policies, guidance, and procedures, and ensure awareness of global and regional strategies.Contribute to Education Core Competency (CC) strategy development, project proposals, and input on needs and gaps.Manage and implement delegated portfolio of Education projects (activities, budget, and documentation) in line with donor requirements and ensure technical quality.Provide regular progress reports to management.Ensure projects target beneficiaries most in need and explore new approaches to improve assistance.Line-manage Education project field staff (Project Officers and Technical Assistants).Promote and share ideas for programme improvement.Ensure capacity building and skills transfer to project staff.Liaise and collaborate with local authorities and key stakeholders.Promote the rights of IDPs/returnees in line with NRCโ€™s advocacy strategy.

Specific responsibilities:

Identify opportunities for education and youth interventions, including market-based programmes.Develop weekly and monthly work and procurement plans with the Project Manager, ensuring deadlines are met.Identify and manage partnerships with public institutions, CBOs, and private sector actors.Lead engagement with partnering employers and private sector entities.Implement and strengthen quality control mechanisms across education programming.Coordinate with MEAL staff on data collection, assessments, participant selection, stakeholder analysis, and monitoring.Monitor budget lines and expenditures as delegated by the Project Manager.Contribute to the production of interim, monthly, quarterly, and final donor reports.Develop implementation tools such as Terms of Reference, workplans, and communication materials.Represent NRC in relevant coordination, committee, and review meetings.Undertake any other duties assigned by the line manager to support programme delivery.

Scale and scope of the positionFinancial responsibility:ย Supervision of activity-level budget lines as delegated by the Project Manager.Staff responsibility:Direct line management of 2 Project Officers and 2 Technical Assistants.Information resources:NRC systems including Agresso, Intranet, KOBO.Stakeholder responsibility:Coordination with donors, INGOs, local NGOs, civil society, government bodies, and private sector partners.

Generic professional competencies

Minimum 3 yearsโ€™ experience in project implementation within humanitarian/recovery contexts.Experience in complex and volatile contexts.Documented results in programme delivery.Knowledge of leadership and staff management.Fluency in English (written and spoken).

Context related skills, knowledge and experience

achelorโ€™s degree in management or equivalent, or significant relevant experience.Knowledge of Libyan labour market, labour law, and socio-economic environment (asset).Experience working with children, youth, and training/education programming.Knowledge of livelihoods and income-generating activities for displacement-affected populations.Familiarity with MEL tools and approaches.Experience collaborating with public authorities and private sector actors.Strong Microsoft Office skills.Strong writing and reporting skills in English and Arabic.Proven experience in staff management and training.
