The Danish Refugee Council (DRC), one of the worldโs leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Coxโs Bazar, and a country office in Dhaka.
POSITION PROFILE
The primary objective of the position holder will be, under the direct supervision and guidance of the Economic Recovery Manager, to develop the technical capacity of the EcRec sector through support to field implementation, preparing guiding tools, M&E tools, IEC materials, training curricula/module etc, as necessary. This position will contribute to design different strategy paper and innovative concept notes according to internal DRC reporting and accountability policy and procedures.
DUTIES & RESPONSIBILITIES
Technical Assistance to EcRec Sector for Field Implementation
Provide Technical Assistance to DRC's EcRec, partners and others with appropriate tools for Livelihood and Economic Recovery (EcRec) Programme intervention. Develop appropriate, user friendly/handy capacity development tools (Standard Operating Procedures-(SoPs), Terms of References (ToR), Technical Specifications (Tech Spec), guidelines, Templates-M&E, research tools) for IP/CBOs management aligned with DRC's policies, strategic and operational principles. Facilitate capacity development training/workshop/meeting to partners staff and coaching them whenever necessary to meet the gap. Develop livelihood development training toolkits e.g. Develop teaching and learning materials, training curricula/ modules on selected skill/TVET with maintaining synergic linkages with other relevant actors/sectors/sub sectors - Livelihoods and Skill Development Sector (LSDS), Food Security Sector, Environment and Energy Technical Working Group (EETWG), Cash Working Group (CWG), etc. Develop and facilitate CBOs with tools (develop governance system-by laws, grants management, registration, etc,). Design & facilitate to execute DRC's graduation approach model in Cox's Bazar under the guidance of line manager. Design customized Farmers Field School (FFS) curriculum and facilitate to execute FFS approach model in Cox's Bazar under the guidance of line manager. functions.Technical Assistance for Programme Planning and Resource Mobilization
Assist in developing appropriate livelihood and economic recovery programme intervention based on literature review, field visit and discussion with beneficiaries, key informant interviews and discussion with senior officials of the government within and outside the DRC, development partners and civil society organizations. Contribute to prepare Details Implementation Plan (DIP), delivery plan, M&E plan jointly with partners and finalize these on time.Field Implementation
Provide timely input and feedback and compile, and submit regular project updates to the line manager. Conduct need assessment through using participatory tools and data gather and prepare draft report. Implement the field activities as per approved FD6 and FD7 and ensure completion certificate from authorities. Monitor the Implementation partners activities at field level with proper guidance and facilitation where applicable. Gather field data/information and provide inputs in the IPTT as monthly basis in coordination with MEAL team. Set up clear beneficiary follow-up mechanisms and ensure appropriate follow-ups are made to support beneficiaries. Coordinate activities with relevant stakeholders-UNO/UP Chairman/CICs /civil societies/actors at field level with establishing synergic linkages. Support in resolving any emerging problems and issues in the field. Ensure that the DRC Code of Conduct and PSEA reporting mechanism is understood, acknowledged in writing, and adhered to by stakeholders/Partners. Perform any other duties as assigned by the line manager.Safety
Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh.SKILLS AND EXPERIENCES
Relevant experience with humanitarian/development context; at least 5 years' experience in EcRec Programming where at least three years on TVET/Skill sector and inclusive market promotion with UN/lNGOs through partnership approach. UN /International NGO work experience with livelihoods project would be added as asset. Good understanding of emergency and (early) recovery livelihoods support interventions, and integrated programming/approaches, including the Cash Assistance Programme. Strong skills in humanitarian programme assessment, response analysis and modality selection, set-up/design, implementation, and MEAL. Experience of working with government agencies with partnership approach will get an extra advantage. Having thematic level skill and knowledge on protection focused livelihoods will get preferences. Sound skill and knowledge on Food security and Nutrition, Livelihoods/skill development and DRR project implementation. Sound knowledge on EcRec concept and strategies under humanitarian context along with TVET, Entrepreneurship, Youth Job Placement Business Plan, Market Linkages and Financial Inclusion. Experience in facilitating Graduation Approach Model in Bangladesh. Good communication and report writing skill in English. Willingness and ability to work in any field environment, including emergency context. Good organizational skills and capacity to work independently and as part of a dynamic team. Represent DRC in any relevant field based on thematic meetings with stakeholders and otherwise as needed. Technical knowledge and experience in advanced green agriculture practices. Team building experience would be an advantage. Experience working in multi-cultural work settings. Advanced proficiency in Excel. Excellent communication and negotiation skill.EDUCATIONAL QUALIFICATIONS
