DRC Yemenโ€™s response

Danish Refugee Council (DRC) has been operating in Yemen since 2008 using a protection of human rights framework. DRC initially worked in Yemen with mixed migrants coming from the Horn of Africa who are displaced by conflict and drought. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in nineteen governorates throughout the country. Current programme sectors include protection, food security & livelihoods, WASH, Shelter, humanitarian mine action and CCCM.

About the job

Overall purpose of the role

The EcRec Officer (FS-GFA) plays a crucial role in ensuring the smooth implementation and supervision of General Food Assistance (GFA) activities from January to March 2024. The primary responsibilities include data management, reporting, verification, sensitization, and supervision of the GFA activities. The EcRec Officer will work closely with local authorities, community leaders, and other stakeholders to coordinate the project effectively. Additionally, they will be responsible for beneficiary mapping, identifying new warehouses/Food Distribution Points (FDPs), and providing support in other sectors as needed. The EcRec Officer will also fulfil other EcRec tasks in the area as required.

Geographic scope: Country (Yemen)

Yemen is caught in the on-going conflict and is facing severe food insecurity in most of Yemen governorates. DRC will carry out WFP General Food Assistance (GFA) to the most vulnerable host/IDP HH in Hodeida (Al Mansouriya and As Sukhnah ) governorate in three districts. DRC is announcing EcRec officer (FS-GFA) to carry on the project implementation in the areas of intervention based in Hodeida (Al Mansouriya and As Sukhnah ) with fully presence in the field within the distribution and any data collection.

Collaborate with key stakeholders, including government and NGOs, operating in target districts, sub-districts, and communities to raise awareness about the project's concept, benefits, targeting criteria, implementation strategies, monitoring, and other relevant aspects. Work closely with the General Food Assistant (GFA) Team in Hodeida ( Almansouriya and As Sukhnah ) and the North Area Team to achieve the desired project outcomes. Establish Food Assistance Committees (FAC) and collaborate with community stakeholder committees to identify and select beneficiaries. Coordinate activities with local authorities, community leaders, and other stakeholders to ensure effective communication, attend meetings, and foster collaborative relationships for project success. Map beneficiaries and identify new warehouses/Food Distribution Points (FDPs) for future project restarts. This involves conducting assessments, analyzing data, and working closely with the team to ensure efficient and timely delivery of assistance. Provide support in other sectors as required, including logistics, procurement, monitoring and evaluation, and other areas that need additional assistance. Adaptability and flexibility are key attributes for this role. Report daily activities to the team leader in the targeted area, highlighting any challenges or difficulties faced during implementation. Ensure accurate record-keeping of quantities delivered, losses in transit, damages, and proper distribution, registration, and verification of beneficiaries while considering protection perspectives. Oversee the entry of all beneficiaries' data and collaborate with the EcRec assistant to accurately document recipient households during each distribution. Sensitize, mobilize, train, and strengthen Community-Based Committees (CBC) to verify eligible households for food assistance. Take responsibility for community awareness, identifying new FDPs, and food assistance initiatives. Assist in conducting market and needs assessments, as well as market monitoring activities, as required. Provide field-based information to assist the team leader in understanding and making security-related decisions. Maintain knowledge and connections with security networks for access, analysis, and coordination. Foster constructive relationships with partner organizations, local authorities, and humanitarian agencies. Work collaboratively within the team and take initiative in undertaking new tasks. Assist in any Monitoring, Evaluation, Accountability, and Learning (MEAL) activities conducted under the GFA project. Attend other assigned functions as directed by the supervisor.

Essential qualities and experiences:

Must hold a Bachelor Degree in University degree in development studies, Social Science, or related field related to emergency for rural conflict areas At least two years working with humanitarian organization, in the same field general food distribution. Must be proficient Arabic and English. Excellent familiarity to security, programming, and cultural contexts in Hodeida (Al Mansouriya and As Sukhnah ); At least one year experience in the same contexts. Excellent interpersonal and problem-solving skills, creativity and flexibility Ability to work independently and as part of a team Ability to write weekly activity reports; Ability to work well in unstable and frequently changing security environments. Ability and willingness to frequently travel among different districts Very good organizational skills, self-motivated and efficient, with willingness to pay attention to details

We offer

Contract length: DRC will offer the successful applicant a contract till 31st March 2024, renewable dependent on both funding and performance.

Work place: Hodeida (Al Mansouriya and As Sukhnah) with travel to the field.

Salary and conditions will be in accordance with Danish Refugee Councilโ€™s Terms of Employment for National. This position will be placed at level (NMH2).
