Result of ServiceThe consultancy will cover all PAGE engagement in Guatemala on strengthening Guatemalaโs green public finance framework through two complementary activities: 1.Sustainable Budgeting Approach (SBA): Effective application and contextualization of the SBA in Guatemala, contributing to national capacity-building, data readiness, and the practical integration of the SBA methodology into budgeting processes. The consultant will facilitate institutional learning and support the long-term adoption of sustainable budgeting practices by the Ministry of Public Finance and other relevant entities. 2.Sustainable Public Procurement (SPP): Design and delivery of a structured training course for public officials on SPP, providing practical tools and guidance tailored to the Guatemalan context. The course will strengthen participantsโ ability to apply SPP principles through the national procurement platform, GuateCompras, and promote their integration into institutional procurement practices. Where relevant, it may also make use of UNEPโs capacity-building resources and sectoral SPP frameworks (e.g. construction, food, ICT) to illustrate concrete options for implementation and links to UNEPโs ongoing regional and global initiatives. Together, these results will advance institutional capacity, promote policy coherence, and support the mainstreaming of green public finance in Guatemala. Work LocationRemote Expected duration10 months Duties and ResponsibilitiesThe Partnership for Action on Green Economy (PAGE), an interagency initiative involving the International Labour Organization (ILO), United Nations Industrial Development Organization (UNIDO), United Nations Institute for Training and Research (UNITAR) and United Nations Development Programme (UNDP) supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. The Economic and Trade Policy Unit is executing the PAGE country delivery activities on behalf of UNEP. The main activities to be carried out within the framework of this consultancy are: 1.Product 1: SBA Inception package + workplan for SPP course โข Detailed work plan for the execution of SBA activities, aligned with the national timeline for implementation. โข Mapping of relevant data sources and institutional entry points. โข Logistical and technical preparation for the first training session, including coordination with the international consultant. โข Detailed workplan for the SPP course, ensuring integration of UNEPโs available/ongoing capacity-building resources and sectoral frameworks (construction, food, ICT) into course design. Delivery Deadline: 30 November 2025 2.Product 2: SBA Progress Report + SBA 1st Training Documentation + SPP course delivery and reporting โข Summary of data collection progress and initial application of the SBA tool. โข Systematization and technical documentation of the first training session (including agendas, materials, participant feedback, and lessons learned). โข Contribution to the Intermediate Report drafted by the international consultant. Delivery Deadline: 28 February 2026 3.Product 3: SBA Technical Note and SBA 2nd and 3rd Training Documentation โข Technical note summarizing the local adaptation of the SBA tool and proposed methodological refinements. โข Documentation and analysis of the second and third training session (agendas, presentations, feedback synthesis). โข Evidence of collaboration with government institutions during tool application. โข Delivery of eight (8) virtual sessions for the SPP course. โข Prepare a final report systematizing lessons learned and key insights from the SPP course sessions, including recommendations on how sectoral SPP approaches, and UNEP global tools could inform further implementation in Guatemala. Delivery Deadline: 30 May 2026 4.Product 4: SBA Final Contribution Package โข Contribution to the Final Report, including evaluation of SBA implementation and sustainability prospects from the local perspective. โข Summary of institutional learning, challenges, and recommendations for further integration, highlighting opportunities to strengthen SPP in priority sectors and link national progress to UNEPโs ongoing global initiatives. Qualifications/special skillsAdvanced university degree (master's level or above), in Economics, Public Policy, or related field (Desirable). โAt least 5 years of proven experience in fields related to environmental economics, sustainable finance and SPP (Required). โProven experience in data collection, fiscal analysis, budgeting processes and SPP in the Guatemalan context (Required). โDemonstrated capacity to engage with government institutions and facilitate technical collaboration (Required). Knowledge of Guatemalaโs public sector, especially the Ministry of Public Finance (MINFIN) and GuateCompras, is an asset. โExperience in organizing and documenting technical workshops or training sessions (Desirable). โFamiliarity with sustainability or green economy frameworks is an asset (Desirable).
