Purpose of Job
The EBRD Security Manager - Operations is responsible for delivering security provisions across the Banks entire Resident Office network and London Headquarters.
The role will in accordance with the Bankโs security policy and procedures, support the Bankโs activities and operations worldwide.
More specifically, under the guidance of the Associate Director, Security Operations, deliver a comprehensive security operation that includes Resident Office security provisions including security audits, ensuring safe staff movements when on mission or when based in Countries of Operations, high risk mission planning and execution, close protection, movement controls, planning and delivery of training and emergency response. The role will involve a significant amount of overseas travel sometimes at short notice.
Background
The position encompass both โhands onโ security operational activities and a requirement to contribute to strategic planning. This is achieved via a thorough understanding of the risks faced by EBRD staff when performing duties for the Bank and how to effectively mitigate these risks to a level acceptable to the EBRD.
The Bank operates within the United Nations Department of Safety and Security framework and, hence, there are important relationships to be maintained with UN offices, as well as an understand of and ensuring compliance with UN standards.
UN, embassiesโ, consular and other IFI relationships are leveraged to provide support, intelligence and response capabilities in our regions.
The role involves significant interactions with Bank staff at all levels, sometimes in difficult and stressful environments.
Facts / Scale
EBRD has over 50 Regional Offices and approximately 3,000 staff many of whom travel regularly to capital cities and remote locations around the world.
The role requires interface with Bank staff at all levels, identifying potential risks to staff and assets and implementing adequate mitigation measures.
Regular interaction with EBRD staff, external agencies and other formal contacts including the police and security services, the United Nationโs Department of Safety and Security, embassies and other government agencies is essential to maintain a thorough understanding of the potential risks in the Bankโs operating regions.
Accountabilities & Responsibilities
- Development and operation of a strategic security operating model, in compliance with Bank security standards under the guidance of the Associate Director Security Operations.
- Emergency preparedness: Ensure that robust emergency provisions are maintained that safeguard staff safety and security in the event of a security incident, significant deterioration of the security environment and or natural disaster. This involves instruction, exercising, auditing and implementing EBRD emergency response plans.
- Office security โ ensure that the physical and technical security of Bank premises is fully compliant with EBRD and UN standards.
- Movement controls โ ensure that staff business travel is fully compliant with EBRD and UNDSS standard operational procedures and that full movement controls are maintained.
- Training: Plan and contribute to the delivery of specialist security training to EBRD staff members and consultants.
- Residential Assessments: Carry out physical and technical security assessments of staff residences, ensuring that quality and standards are maintained, in line with the Bank's Residential Security Specification and the United Nations Minimum Operating Residential Security Standards (UNMORSS).
- High Risk Missions โ ensure that all high-risk missions receive the appropriate levels of security support & that where possible all risks are mitigated to an acceptable standard.
- Close Protection โ when required provide close protection services to EBRD Senior Management, and staff, including liaison with Host Country Protection Teams.
- Liaison: Develop & maintain relationships with Embassies, The UNDSS, local police and security services, ensuring that Bank premises and staff are adequately protected commensurate with local threat and risks.
Knowledge, Skills, Experience & Qualifications
- Highly experienced security professional with a substantial record of accomplishment of service in the police, armed forces, or security services, working in unstable security environments.
- Leadership skill, with the ability to manage in stressful environments and occurrences and to instill confidence and project credibility in difficult and dangerous situations.
- Extensive experience in the design and implementation of robust security and emergency procedures and plans.
- Executive Protection โ significant operational experience of all elements of security protection for Senior Management, staff and VIPโs.
- Qualified, Self - Defense Instructor an advantage
- Project management
- Fluent English, both written and spoken.
- Influencing and relationship building skills, across all levels
- Experience in the design and delivery of structured training programs to a multicultural audience.
- Previous experience of working in a multi-cultural environment is desirable.
- A recognized qualification in security is required, with a formal safety qualification being desirable. Considerable relevant operational experience could be accepted in lieu of formal qualifications if applicable.
