CMU Context
LC2 is the CMU responsible for overseeing the World Bank's program in Central America, including country strategy formulation and implementation, policy dialogue, portfolio management and country relations. The Central America Country Management Unit (CMU) is responsible for overseeing the World Bank's program in Central America and the Dominican Republic, including country strategy formulation and implementation, policy dialogue, portfolio management and country relations. The CMU works with a diverse set of clients: two IDA countries (Honduras and Nicaragua), two lower middle income (El Salvador and Guatemala), and three upper middle-income counties (Dominican Republic, Costa Rica and Panama). Central America has the economy with the fastest growth rate in Latin America (Panama) and one with the biggest growth challenges (El Salvador); countries where poverty tops 25 percent (Honduras), and countries that are close to the 3 percent poverty objective for the Bank twin goals (Panama); countries that have managed to transform its economy entering in high value-added sectors (Costa Rica), and countries where the structural transformation of the economy needs to happen (Nicaragua). Central America has been significantly affected by the COVID pandemic both on the health and the economics front (GDP is projected to contract on average by 4.3% in the Central American countries) and this will have a significant impact on poverty. On top of this, macroeconomic and governance challenges were already an issue in most of the countries before the pandemic.
The CMU Management Team consists of the Director, four Program Leaders and the Operations Manager, based in Panama; a Country Manager based in El Salvador also covers Costa Rica; and Resident Representatives based in the Dominican Republic, Guatemala, Honduras, and Nicaragua.
The ETT will provide comprehensive support to the Panama Country Office, focusing on sector coordinators, visiting missions, and general office activities. This role includes offering backup support to team members and assisting in ad-hoc tasks as needed.
Key Responsibilities
• Support to Sector Coordinators and Teams
• Arrange logistics for meetings, travel, visas, and other program-related activities.
• Assist in organizing and implementing events, including preparing and translating materials and coordinating with providers for visual content.
• Support operations-related tasks, such as processing lending or implementation support documents, and ensuring compliance with Bank guidelines.
• Support to Procurement Team
• Maintain and update procurement information tools like STEP (Systematic Tracking of Exchanges in Procurement) in collaboration with the Procurement Team, agencies, borrowers, and bank staff.
• Generate progress and timely reports using procurement information systems.
• Support to Visiting Missions
• Coordinate with Task Team Leaders to assist visiting missions, including scheduling meetings and organizing transportation.
• Manage the LC2 Clearance process for Mission Announcement Letters (MALs).
• Support to Communications Teams
• Assist in preparing the Panama Daily News and provide administrative support to the team as needed.
• General Office Support
• Regularly update the Panama Master Contact List.
• Serve as backup to colleagues to ensure effective office workflow.
• Draft routine letters, memos, and correspondence.
• Assist in filing and archiving World Bank documents.
• Support event preparation and perform other duties as assigned.
Selection Criteria
• High school diploma with a minimum of three years of relevant experience.
• Fluent in English and Spanish.
• Knowledge of procurement information tools like STEP (Systematic Tracking of Exchanges in Procurement) are a plus.
• Excellent interpersonal and communication skills, capable of interacting effectively with clients and staff at all levels.
• Proficient in advanced functions of Microsoft Office applications (Word, Outlook, Excel, PowerPoint).
• Ability to draft and translate correspondence.
• Prior experience in a similar office assistant role; experience in a client service function in a multilingual environment is advantageous.
• Proven team player committed to collaborative work within a multi-disciplinary team, demonstrating respect for diverse perspectives and acting with integrity to build trust with team members and external clients.
• Responsive to guidance from the Senior Executive Assistant and dedicated to serving clients with excellence.
